253 <br /> <br /> No one in the audience spoke in opposition to the item. <br /> <br /> There being no further testimony, Mayor Mercer declared the <br />public hearing closed. <br /> <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Butler, that Ordinance No. 1400, to be read by title <br />only and waiving further reading thereof, approving PUD-88-3-2M, <br />the application of Blackburn Development Company for a major <br />modification to an approved 42 lot residential project to allow <br />development as custom lots, located at 2820 Vineyard Avenue, <br />subject to conditions set forth in Exhibit A of Staff Report <br />89:78, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Tarver, and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAINED:Councilmember Mohr <br /> <br /> item 9e <br />PUD-88-11, Application of John Altieri, R. Marshall, and Ray <br />Thompson for Planned Unit Development rezoning and development <br />plan approval for a 21-parcel sinqle-family residential pro~ect to <br />be located on an approximately 12.3 acre site located generally ~n <br />the area on the north side of the western terminus of Rose Avenue <br /> <br />Consider Adoption of Neqative Declaration <br /> Mr. Swift presented his report (SR 89:73) dated February 21, <br />1989, regarding this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the <br />application and the negative declaration. <br /> <br /> Mr. Ray Thompson, 1777 Rose Avenue, stated the project has <br />been scaled down since it was presented two years ago; it is now a <br />low density project. He stated City staff has two concerns: the <br />emergency access road and the extension of sewer and water lines <br />westerly to Valley Avenue. He stated he has been assured by the <br />Fairgrounds that he can have emergency access across the <br />Fairgrounds site to Valley Avenue, however, he has not been able <br />to get a written agreement to that fact. He stated City staff has <br />expressed concern regarding the long cul-de-sac which will exist <br />until Rose Avenue is extended; he pointed out there are longer <br />cul-de-sacs in other areas of Pleasanton. He stated he is willing <br />to place fire retardant roofs on the houses to alleviate the fire <br />hazard. He stated another concern of City staff is the lift <br />station. He advised that he would maintain the lift station for <br />whatever time that would be required. He stated the only other <br />alternative is to go through the Fairgrounds and the Fair <br />management does not want that. He stated he has done everything <br />possible to meet all the City requirements and satisfy the <br />concerns.
