255 <br /> <br /> Councilmember Tarver stated the north knoll roads cut through <br />the project. He feels the project is too dense and will have a <br />significant effect on the ridge, views, and safety. <br /> <br /> Mayor Mercer stated he feels this is a beautiful project; Lot <br />18 could be mitigated with trees. He appreciated that the <br />developer has spent time with the neighbors to satisfy their <br />concerns; and the neighbors are not opposed to the project. <br /> <br /> Councilmember Butler stated the primary issues with this <br />project are trees, grading and how the homes are sited. The <br />developer has identified the problems, made the required grading <br />and tree removal acceptable, and has a good balance and a good <br />project. <br /> <br /> It was moved by Councilmember Mohr, and seconded by <br />Councilmember Butler, that Ordinance No. 1399, to be read by title <br />only and waiving further reading thereof, approving PUD-87-19, the <br />application of Dr. and Mrs. William Yee for rezoning to the PUD <br />(Planned Unit Development)-Low Density Residential/Rural <br />Density/Open Space District and development plan approval to <br />construct a 23 unit single-family residential development to be <br />located on an approximately 50.36 acre site located on the west <br />side of Foothill Road in the area north of Foothill Knolls Drive <br />and across from Foothill High School, subject to conditions of <br />approval set forth in Staff Report 89:80, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, and Mayor Mercer <br />NOES: Councilmembers Brandes and Ta~;er <br />ABSENT: None <br /> <br />item 9d <br /> <br />PUD-88-3-2M, Application of Blackburn Development Company for a <br />ma~or modification to an approved 42 lot residential pro~ect to <br />allow development as custom lots, located at 2820 Vineyard Avenue. <br />Zoninq for the property is PUD (Planned Unit Development)-Medium <br />Density Residential District <br /> Councilmember Mohr stated she did not have a conflict of <br />interest when this project was first approved, but now she works <br />for one of the developers, so will abstain from participation in <br />this item. <br /> <br /> Mr. Swift presented his report (SR 89:78) dated February 21, <br />1989, regarding this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the item. <br /> <br /> Mr. Ken Gooch, representing the applicant, stated he concurs <br />with the staff report.
