227 <br /> <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Mercer recessed the meeting at 10:15 p.m. <br /> <br /> Mayor Mercer reconvened the meeting at 10:20 p.m. <br /> <br />MATTERS CONTINUED FOR DECISION <br />item 10a <br />SP-88-1, Application of the City of Pleasanton to adopt a Specific <br />Plan for the Downtown Pleasanton area including land use, <br />circulation, parking and design policies and improvements <br />encompassing an area generally bounded by Bernal Avenue, First <br />Street, Stanley Boulevard, Rose Avenue, and Pleasanton Avenue; and <br />Consideration of Final Environmental Impact Report <br /> Mr. Swift presented his report (SR 89:61) dated February 7, <br />1989, regarding this matter. <br /> <br /> Mr. Joseph Madden, 1544 Santa Rita Road, stated he felt it <br />would be a gross mistake to take the Del Valle Parkway and <br />proposed Sunol Boulevard Extension out of the General Plan. He <br />asked Council to look at the problems with Stanley Boulevard; the <br />property owners feel something needs to be done. He ask the City <br />to start formulating decisions with respect to Stanley Boulevard <br />and other streets. He stated it is impossible to get people <br />interested in developing those properties until there is some <br />definition of what they are going to have to work to and pay for <br />as far as off-site costs are concerned. He stated that Mr. Irby, <br />Mr. Dunkley and he would like to have staff go ahead with a study <br />of this matter as soon as possible. <br /> <br /> Mr. Elliott stated that City staff feels that the alignment <br />of the road as developed by the County is a good plan and can be <br />used as a guide. He stated that with the help of a consultant, it <br />might be possible to complete this study in six months. <br /> <br /> Mr. Stanley Rathbone, 325 Ray Street, stated that in the <br />Downtown Specific Plan he felt the parking lots should be deleted; <br />not all on-street or off-street parking is being used at this <br />time. <br /> <br /> Councilmember Butler stated he did not recall that the <br />Council had deleted the policy relating to High Density Housing. <br /> <br /> Discussion ensued regarding the Del Valle Parkway. It was <br />moved by Councilmember Brandes, and seconded by Mayor Mercer, to <br />remove the Del Valle Parkway from the General Plan. <br />The roll call vote was as follows: <br />AYES: Councilmember Brandes and Mayor Mercer <br />NOES: Councilmembers Butler, Mohr, and Tarver <br />ABSENT: None <br /> <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Butler, that Resolution No. 89-60, certifying that <br /> <br /> - 14 - 2-7-89 <br /> <br /> <br />
