231

Mayor Mercer stated that this matter should be continued. He
suggested that a Task Force Committee be formed with staff for
those who are interested in participating. He stated that all
public input will be assembled, sent to the Planning Commission
for their consideration and recommendation, then this matter will
again be heard by the Council. He stated everyone deserves a
chance to be heard and he felt the residents have not yet had that
opportunity.

Councilmember Brandes stated he concurs, even though the
concerns mentioned tonight are not new concerns, they have been
expressed before. He felt Council should decide on a couple of
the major issues in order to give staff direction on where the
Council is coming from.

Councilmember Butler stated he did not think Council ever
approved a road and then let it dictate development. He stated
there was some question at the Planning Commission meeting that
Commissioners were not allowed to comment on this matter as freely
as they desired; he felt the item should go back to that body for
their recommendation.

Councilmember Mohr stated she is aware of the time frame of
the developers, however, she indicated that with the last General
Plan Review Committee there were some things that came out of that
recommendation that were very beneficial to the entire City. She
suggested a mini-General Plan review, to include the citizens,
property owners, and everyone effected, before going to the
Planning Commission. She felt a study session would be
appropriate so that everyone who has expertise in trying to
resolve traffic, density, and other concerns could be heard.

Mr. Lee stated he felt he could cover the majority of the
issues in 1-2 months.

Councilmember Tarver stated when the General Plan was
previously reviewed there were some recommendations about this
property. He stated there are a number of issues that need to be
reconsidered; truck traffic, gravel trucks, airport traffic, high
density, etc. He supported the concept of a mini-General Plan
review.

Mrs. B. Kelly, 2042 Eileen Drive, stated she is in favor of
delaying a decision on this matter until a Committee is formed and
a recommendation made to Council. She felt there is already too
much high density in north Pleasanton, making it ugly and
congested and which will make the rest of Pleasanton unappealing.
She felt there should be more controlled growth. She stated to
allow Stoneridge Drive to be made a six lane street would decrease
safety in her neighborhood and would invite traffic problems to
all of Pleasanton. She stated she is not against growth but would
like Council to consider the impact of the apartments under
construction at this time before allowing any more development.
She asked Council to put together a Task Force of people

- 12 - 2-7-89
