233

is not reasonable for the area. They are already affected by
gravel trucks and the freeway and feel it would be unfair to add
more traffic and noise. He added these concerns were voiced last
March, and voiced again at the Planning Commission public hearing.
The Specific Plan will create problems if approved as presented.

Mr. Kevin Kennedy, 3533 Helen Drive, stated his concern is
high density; approximately 4,000 units have been completed or are
in the process of being built near Mohr Park. He does not feel it
is necessary to build out to that level, seeing the vacancy rate
that exists now in already completed apartments. He urged Council
to take more time to see what happens.

Mr. Rick Martinez, 3718 Kamp Drive, stated he bought his home
in Mohr Park because it was a quiet area; the traffic situation on
the proposed Stoneridge Drive will make noise and traffic impacts
unacceptable. He stated there will be a traffic bottleneck going
from three lanes to two lanes from the freeway, it will be too
close to the park, it will increase truck traffic, and he felt E1
Charro Road will cause problems. He requested that Council
continue this item so that the impacts can be further reviewed.

Mr. G. Verissimo, 3534 Helen Drive, stated his concern is
traffic going from Stoneridge to Livermore; traffic will divert
from 1-580 to this thoroughfare. He felt density has not been
discussed enough with the surrounding community. He stated this
plan has only been before the residents in this area for about two
weeks even though it has been in the works for 2-1/2 years. He
asked that a decision on this matter be postposed in order to get
more public input. He also felt the six lane street should be
reduced to four lanes.

Mr. John Boultier, 3440 Vermont Place, stated he is opposed
to the alignment and feels it will directly impact the residents
living in this area. He felt the City should require the
developers to file a disclosure statement about what might happen
in this area; he stated that when he bought his home he was not
told nor did he have any idea these plans were being considered.
He stated he bought his home on the Arroyo for its view from his
back yard; to build a soundwall would completely destroy that
view. He asked what protection a soundwall would have on his
second-story level. He proposed that the street elevation be
recessed in the ground and build a landscape wall so as not to
impact residents along this route. He also opposed high density
zoning to the east of the Chu property as it is directly in the
path of the airport.

Mr. Dave Stanley, 1821 Rheem Court, stated he is concerned
about the future and controlled growth. He asked Council not to
vote in favor the this Specific Plan. He also requested Council
to form a Task Force Committee to work together to preserve what
they already have.

- 11 - 2-7-89
