477 <br /> <br /> Mr. Martin Inderbitzen, Attorney, representing the landowners <br />in this extended planning area, stated he concurs with the staff <br />report. He stated this area is in the City's expanded planning <br />area and is designated in the General Plan for further studies, <br />specifically utilities, infrastructure, and access studies. All <br />of these things would allow the City to determine if, when, and <br />how and to what extent this area would ultimately be encompassed <br />by the City of Pleasanton. Secondly, this area was addressed by <br />Council and staff in the application to LAFCO last year when the <br />City requested to extend the sphere of influence over the ridge to <br />Palomares Road. However, that request was withdrawn because LAFCO <br />felt it was premature. Thirdly, there is not an application <br />before Council; there is not a project or a plan at this time. It <br />is simply a situation where the property owners have been doing <br />some preliminary studies on the property, they are coming to staff <br />asking for some direction and input in terms of utilities and <br />infrastructure and have been told that staff does not have time to <br />deal with it at this time. They need to get on par with other <br />projects. Mr. Inderbitzen stated he talked to staff to see if <br />there is a way they can do the studies and these are set forth in <br />the staff report. He stated the property owners know there are no <br />guarantees in this matter. They want to be a part of Pleasanton <br />but know that cannot be guaranteed at this time. <br /> <br /> Mrs. Bev Beckendorf, 7797 Forsythia Court, representing the <br />League of Women Voters, stated this group is concerned about the <br />aesthetics; the surrounding hills should be protected from <br />development. She felt there should be adequate notice to allow <br />public input regarding this matter, the citizens should tell <br />Council what elements of study should be undertaken. She advised <br />the East Bay Regional Park District has concerns. She cautioned <br />against leap frog development, and since this property is not <br />contiguous to the City, she felt it is premature to have further <br />studies without public hearings. <br /> <br /> Mr. Doug Abbott, representing the Sierra Club and Preserve <br />Area Ridgelands Committee, stated he felt this issue is premature, <br />especially with the passage of Measure AA. He stated the East Bay <br />Regional Park District has a strong desire to preserve the open <br />area. He felt that before any money is spent a public hearing <br />should be scheduled to get as much information as possible on this <br />matter. <br /> <br /> Councilmember Mohr stated this land could not be in <br />Pleasanton's sphere of influence because these studies were not <br />done; this seems to be the only way the information can be <br />obtained and it will give the Council the necessary data to make <br />an informed decision. <br /> <br /> Councilmember Tarver stated there are many things that need <br />to be done within the City's sphere of influence before looking <br />outside.
