191 <br /> <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Tarver, that parking structures be removed from the <br />Specific Plan, but that the parking surfaces remain. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, Tarver, and Mayor Mercer <br />NOES: Councilmember Butler <br />ABSENT: None <br /> <br /> After discussion, it was moved by Councilmember Brandes, and <br />seconded by Councilmember Tarver, 1. That the following <br />improvements be included in the Specific Plan in the priority <br />listed and for the approximate cost shown: <br /> <br /> 1. Consolidatation of surface parking lots $4,992,000 <br /> <br />2. Improve existing streets, sidewalks, <br /> curbs, and gutters 5,189,600 <br /> <br /> a. Upgrade water, sewer, storm drain, and <br /> utilities 6,760,000 <br /> <br />3. Main Street landscaping, paving, plaza, <br /> furniture (8 blocks) 2,080,000 <br /> <br />4. Promotion and Marketing ($100,000/year) 1,040,000 <br /> With an option to adjust if deemed necessary <br /> <br />5. Realign Ray/St. John Intersection 2,844,400 <br />6. Restripe Main, Spring, Division Streets 31,200 <br />7. Railroad Street Extension 2,256,800 <br /> <br />2. That the policy related to High Density Housing be retained as <br />follows: "Encourage the production of senior citizen and higher <br />density housing withing walking distance of Downtown services", <br />and, 3. That the following language be added to the Specific Plan <br />regarding unreinforced masonry buildings as follows: "Encourage <br />preservation of unreinforced masonry structures which contribute <br />to the historic character of Downtown, in keeping with the City <br />rehabilitation programs required by SB 547". <br />The roll call vote was as follows: <br />AYES: Councilmember Brandes, Butler, Mohr, and Tarver <br />NOES: Mayor Mercer <br />ABSENT: None <br /> <br /> Mr. Roush stated he would prepare the necessary documents for <br />final approval, as voted on above, at the next meeting, as well as <br />revised findings concerning the Environmental Impact Report. <br /> <br /> - 15 - 1-17-89 <br /> <br /> <br />
