He would <br /> like to see traffic directed off of First Street. <br /> <br /> There being no further testimony, Mayor Mercer declared the <br /> public hearing closed. <br /> <br /> Mayor Mercer stated that several questions came out of the <br /> work session that need to be addressed as part of the plan: <br /> diagonal parking, two story height limit, and relocation of the <br /> Fire Station on Railroad Avenue. <br /> <br /> It was moved by Councilmember Brandes, certifying that the <br /> Environmental Impact Report has been completed in compliance with <br /> CEQA and that Council has considered information in the Final <br /> EIR. <br /> <br /> Councilmember Tarver stated he had difficulty in making some <br /> of the findings and would like to request staff to make new <br /> findings. <br /> <br /> Councilmember Brandes withdrew his motion. <br /> <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Butler, to define the boundaries of the Specific <br />Plan as being from Peters Avenue on the west, the Arroyo on the <br />north, First Street on the east, and New Bernal Avenue on the <br />south, including those residences zoned Office to be included <br />within this area. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Tarver, and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Tarver, that no diagonal parking be allowed on Main <br />Street. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, Tarver, and Mayor Mercer <br />NOES: Councilmember Butler <br />ABSENT: None <br /> <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Butler, to remove the Union Pacific/Santa Rita <br />Undercross from the Specific Plan. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Discussion ensued regarding the Del Valle Parkway improvement <br />(Main to Stanley).
