197 <br /> <br /> Caudill asked if property could be taken in this Plan. Mayor <br /> Mercer stated the Specific Plan is only to determine what projects <br /> the Council would like to see accomplished in the downtown area. <br /> Mr. Caudill reiterated he felt there should not be any changes <br /> made. <br /> <br /> Mr. Larry Shroug, 273 Spring Street, owner of Pleasanton <br /> Veteranian Clinic, asked if there are specific plans for Spring <br /> Street between Main Street and the railroad. It is his <br /> understanding that Spring Street will be widened and all utilities <br /> placed underground. Mr. Walker stated that although it is a part <br /> of the Specific Plan it is already in the Capital Improvement <br /> Program approved by Council this year. Mr. Elliott advised the <br /> City hopes to be under construction on these improvements early <br /> this summer. <br /> <br /> Mr. Jim Sheppard, 4226 First Street, operator of the Shell <br />Service Station, stated he has been driving a tow truck in <br />Pleasanton for twenty five years. He stated most cities construct <br />throughways around the city, not through it. He felt it would <br />create a great traffic hazard in the downtown area. <br /> <br /> Ms. Debbie Theodore, 324 W. Angela Street, stated Pleasanton <br />is nice the way it is. She stated that only 60% of the sidewalks <br />are in on West Angela, the sewer system is not on the correct <br />grade, and other improvements such as these should be considered <br />before making major street changes. <br /> <br /> Mr. Ben Fernandez, 4230 Fairlands Drive, urged Council to <br />keep the Sunol Boulevard extension in the Specific Plan. He <br />stated that when Peters Avenue was improved, City Hall had already <br />been constructed at the south end thus not allowing the street go <br />through to Bernal Avenue. He felt it is a mistake not to plan for <br />future street improvements within the City. <br /> <br /> Mr. Robert Round, 4337 First Street, stated he felt adequate <br />street improvements could be made without including the Sunol <br />Boulevard extension, which would eliminate twenty businesses on <br />First Street. <br /> <br /> Mr. Doug Safreno, First Street, stated that Isabel Avenue <br />will eliminate some traffic from First Street, as well as the <br />Bernal Avenue extension. He stated he would feel more comfortable <br />if the First Street cul-de-sac is eliminated from the Specific <br />Plan. <br /> <br /> Mr. Stanley Rathbone, 325 Ray Street, felt all streets in the <br />Specific Plan are chewed up. He recommended that the City prepare <br />a new plan for drainage and sewer for Main Street, and omit the <br />rest. <br /> <br /> Mr. Mike Green, 100 Neal Street, stated he moved to <br />Pleasanton five years ago because of the downtown area. He <br />advised he does a lot of shopping and spends money downtown. He <br /> <br /> - 12 - 1-17-89 <br /> <br /> <br />
