199 <br /> <br /> Mr. Gene Finch, 649 Main Street, stated he is concerned about <br />the Del Valle Parkway; residents on Vervais and in the Trailer <br />Park need an answer. To keep the Del Valle Parkway in the <br />Specific Plan is an undue burden on these people, and Council <br />needs to make a statement to eliminate it from the Specific Plan. <br />He stated that even though the Sunol Extension is many years away <br />he does not want to see the downtown area divided. Mr. Finch <br />stated that First Street is a major part of downtown. He advised <br />that First Baptist Church, at 4100 First Street, is in the <br />beginning stages of a major expansion program; this proposed <br />building expansion would be highly impacted if First Street <br />becomes a cul-de-sac. This improvement affects the decision of a <br />lot of people; they need an answer now, not 5-10 years from now. <br />He stated he is concerned about the downtown area but is also <br />concerned about the overall effect of all of the community. <br /> <br /> Ms. Amelia Wilcox, resident for 24 years at 471 Bernal Court, <br />stated she has been concerned about residences being included in <br />the Specific Plan; if residences are not included then she can <br />support the plan. She was actively involved in opposition to the <br />redevelopment plan that was presented in 1974. She stated she <br />would wait to see what actually happens with this Specific Plan as <br />it affects residences. She stated she is pleased with the street <br />improvements that have alleviated some of the traffic problems. <br />She feels the First Street people are an important part of <br />Pleasanton and she wants to see them protected. <br /> <br /> Mr. Joe Madden, 1544 Santa Rita Road, stated he had two <br />concerns: The staff report talks about the Alameda County Planning <br />Department talking about a light rail system on the SP vacated <br />corridor; he thought Council was not interested in any system <br />which would create two rails in town and should advise the County <br />what it has in mind. Council should consider using the UP <br />corridor. This matter keeps coming back in the reports. His <br />second concern is traffic in the downtown. The City can't just <br />eliminate businesses, there will be lawsuits, and it is not fair. <br />He felt a consideration where you go one way on First Street, no <br />cul-de-sacs, and go the other way on the SP corridor, would be a <br />good solution. This would enhance traffic going in front of the <br />retail centers. The only problem is it may be too short a <br />distance, but it would alleviate the traffic flow through town. <br />The SP underpass would be very expensive but would alleviate <br />traffic also. If Council is going to alleviate traffic it is <br />going to hurt some businesses. <br /> <br /> Mr. Thurman Caudill, 4715 Augustine Street, resident of <br />Pleasanton for 46 years, stated he likes Pleasanton the way it is. <br />He is concerned about getting into the redevelopment plan scheme. <br />Mayor Mercer explained that only the Specific Plan is being <br />considered tonight. Mr. Caudill asked if there is any <br />consideration about property devaluation in the Environmental <br />Impact Report. Mayor Mercer stated the EIR addresses <br />environmental considerations only, not financial aspects. Mr. <br /> <br /> - 11 - 1-17-89 <br /> <br /> <br />
