201

Mr. Don Gardner, 923 Main Street, owner of Veterinarian
Clinic, asked what would happen to ingress and egress at this
business center if the underpass is constructed; there could not
be any entry from Del Valle Parkway and Santa Rita Road would be
closed. Mr. Lee advised that staff is recommending against
construction of the underpass on Santa Rita Road. Mr. Gardner
urged Council not to proceed with the undercrossing.

Mr. Brent Wilcox, representing his parents at 3988 Stanley
Boulevard, stated he felt the completion of the Del Valle Parkway
should be deleted entirely. He expressed concern regarding the
Arroyo, and stated there is a major difference betwen San Luis
Creek and Pleasanton Creek. In addition, there would be problems
of vandalism if pedestrian traffic is allowed in the creek area,
as well as damage to the environment.

Mr. Tom Forrest, 4224 Stanley Boulevard, asked if there are
plans to cul-de-sac Stanley Boulevard. Mr. Walker advised that
Stanley Boulevard would be made a cul-de-sac only if Del Valle
Parkway goes through and there is an underpass. Mayor Mercer
stated that the Del Valle Parkway is not in the Capital
Improvement Program at this time, and probably would not be built
for many years.

Mr. A1 Bronzini, 719 Main Street, former President of the
Downtown Association, stated he has always been a strong supporter
for the formation of a Specific Plan for downtown. It is an
integral part of the General Plan, and is necessary to proceed
with the revitalization of the downtown. He stated the people on
First Street are a vital part of downtown and their concerns
should be worked out in the formation of the Specific Plan. He is
pleased the concerns of the residents have been taken into
consideration. He asked Council to support the Specific Plan and
to move forward to revitalize the downtown, taking into
consideration those merchants already here. He felt some items
still need to be finetuned.

Mrs. Judith Mayhew, 610 Main Street, President of the Chamber
of Commerce, stated that two letters are on record from the
Chamber in support of the Specific Plan. She stated the Chamber
would like to see diagonal parking tested in the 400 block of Main
Street. The Chamber concurs with staff regarding the deletion of
the railroad underpass. They feel the Sunol Boulevard extension
should be kept in.

Mr. Gary Cose, 4086 Stanley Boulevard, asked when a decision
would be made on the completion of Del Valle Parkway. He advised
there is a parking problem on Stanley Boulevard at this time. He
stated that when the condominiums were approved there was a
condition that if parking became a problem that garage doors would
have to be removed so they would only be used for parking, not
storage. Mayor Mercer directed staff to investigate the parking
problems on Stanley Boulevard and the conditions of approval for
the condominium complex.

- 10 - 1-17-89
