475 <br /> <br />would be to stick with the loan type program, and it is the only <br />option that he can support; he felt the other options related to <br />assistance might create problems. <br /> <br /> Councilmember Tarver stated he agrees with Councilmember <br />Butler. He stated loans could be used for other purposes to <br />achieve some of the downtown specific goals. He did not want to <br />get into discussion regarding preferential treatment to certain <br />businesses. He supports the loan concept but not necessarily to <br />restaurants only. <br /> <br /> Councilmember Butler stated that consideration of <br />unreinforced masonry buildings is a separate issue; Council is <br />only addressing sewer fees at this time. <br /> <br /> Councilmember Tarver stated that when the City gets into the <br />loan business at interest-free or low-interest fees, this in <br />effect could be precedent-setting. <br /> <br /> Councilmember Mohr stated this is an incentive to get <br />restaurants to market downtown to add pedestrian traffic, and an <br />incentive to revitalize downtown, and that the sewer connection <br />fee is the only issue that should be discussed. With regard to <br />the sewer fees, the taxes that could be generated would compensate <br />the City for going to some length to provide this inducement. She <br />suggested further discussions with Dublin San Ramon Services <br />District to get their comments. Councilmember Butler stated this <br />has already been discussed with the LAVWMA staff as well as the <br />Dublin Sewer Committee. Mayor Mercer stated that Dublin San Ramon <br />Services District want its fee payment up front and it is the <br />City's responsibility to see that the payment is made to DSRSD. <br /> <br /> Mayor Mercer stated that he can support all the options with <br />the exception of Option 3; he does not feel the City should pay to <br />have a business come to town. <br /> <br /> Mr. Stanley Rathbone, 325 Ray Street, suggested requiring <br />businesses to make a fair down payment and then a higher rate for <br />a specified number of months until the fee is paid off. <br /> <br /> It was moved by Councilmember Butler, and seconded by <br />Councilmember Brandes, that Resolution No. 89-10, be adopted, to <br />adopt in concept of making loans to restaurants locating in the <br />downtown for the cost of connection fees, which loan repayments <br />would be spread over a 3-7 year period, in an amount of 50-80% of <br />the connection fee, not at zero rate but at a floating interest <br />rate, and with other requirements as deemed necessary by City <br />staff; and instructing that a final document setting forth this <br />concept be presented to Council for final approval. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Tarver, and Mayor <br /> Mercer <br /> <br /> - 5 - 1-3-89 <br /> <br /> <br />
