477

item 5e
Minor Modification to PUD-88-3-2M, Blackburn Development
Mr. Swift presented his report (IR 89:04) dated January 3,
1989, regarding this matter.

Mr. Ron Schneider, 650 Orofino Court, expressed concern
regarding the minor modification because Mr. Blackburn is selling
the lots for private development; Mr. Schneider is not aware of
what documented conditions are associated with the change. He
stated that previous support for this development was for known
house designs and corresponding placement on the lots, although
not in final detail. He requested this item be continued until he
can get additional information related to the proposed
development.

After discussion, Mayor Mercer declared this item continued
to the meeting of January 17, 1989, to allow Mr. Schneider and
other concerned residents in this area time to review the proposed
development.

MATTERS INITIATED BY COUNCILMEMBERS
Councilmember Mohr stated she received a telephone call this
evening advising that Valley Memorial Hospital members supported
the hospital's expansion into Pleasanton, by a vote of 1733 Yes
and 322 Noes.

Mayor Mercer advised that Robert Gorlow has resigned from the
Library Commission. He instructed staff to advertise for this
vacancy, with the deadline for accepting applications being
February 3, 1989.

CITY COUNCIL COMMITTEE REPORTS
item 7a
Incentives to Encouraqe Restaurants to Locate in the Downtown Area
Mr. Walker presented his report (SR 89:14) dated January 3,
1989, regarding this matter.

Mr. Bill Loube, 855 Main Street, stated he is confused by the
concern to open up downtown for full service restaurants; he does
not feel this is a high priority.

Councilmember Brandes stated this matter is important to the
future well being of the downtown, whether or not there is a
downtown redevelopment plan. He stated that if the redevelopment
plan is approved it could be a proper funding mechanism for
assistance of the sewer connection fees. He stated he is willing
to look at any combination of alternatives, but personally is only
interested in looking at this matter as it relates to the downtown
area.

Councilmember Butler stated he has given this matter a lot of
thought and has concluded he is not interested in seeing this idea
expanded to other parts of town. He has also concluded that the
only way to avoid a quagmire of competition and fairness issues

- 4 - 1-3-89
