459 <br /> <br />Chairman of the First General Plan Review Committee, Mr. Decker <br />stated he knew that eventually this property would be developed, <br />but he has concerns about the property rights of those whose views <br />will be adversely impacted. He asked if the current General Plan <br />makes any regulations as to how hillsides will be developed <br />environmentally. He sees what is being built now and is concerned <br />about the quality of the hills being destroyed. He urged Council <br />to consider the environmental preservation of the hills ahead of <br />development. <br /> <br /> Mayor Mercer explained that Council is somewhat responsible <br />for the manner in which projects are developed by the conditions <br />that are attached to the applications. He added that Council does <br />want to preserve the hills in the eastern portion of Pleasanton. <br /> <br /> Councilmember Tarver stated that Planning Commission asked <br />that a study be done and hillside guidelines established in trying <br />to be sensitive in how to preserve the hills; he supports that <br />proceeding. <br /> <br /> There being no further testimony, Mayor Mercer declared the <br />public hearing closed on this item. <br /> <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Mohr, that Resolution No. 89-12, making application <br />to LAFCO for Annexation No. 129, located on the east end of Bernal <br />Avenue (Bonde Ranch); Resolution No. 89-13, agreeing to the <br />exchange of property tax revenue in connection with Annexation No. <br />129, located at the east end of Bernal Avenue (Bonde Ranch); and <br />Resolution No. 89-14, initiating prezoning of the 100 acres to the <br />"A" (Agricultural) District in connection with Annexation No. <br />129, located at the east end of Bernal Avenue (Bonde Ranch), be <br />adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Tarver, and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br /> <br />item 9f <br />SP-88-1, Application of the City of Pleasanton to adopt a Specific <br />Plan for the Downtown Pleasanton area including land use, <br />circulation, parking and design policies and improvements <br />encompassing an area generally bounded by Bernal Avenue, First <br />Street, Stanley Boulevard, Rose Avenue, and Pleasanton Avenue <br />(Contd. Open from 12-6-88) <br /> Mayor Mercer declared this public hearing continued open to <br />the meeting of January 17, 1989, 7:30 p.m., in the Pleasanton <br />Council Chambers, at the request of staff and Council. <br /> <br /> Mayor Mercer recessed the City Council meeting to a joint <br />meeting between the City Council and Community Development <br />Agency. <br /> <br /> - 13 - 1-3-89 <br /> <br /> <br />
