461 <br /> <br />item 9e <br />Resolution Making Application to LAFCO for Annexation No. 129, <br />Located on the East End of Bernal Avenue (Bonde Ranch) <br /> Mr. Elliott presented his report (SR 89:10) dated January 3, <br />1989, regarding this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the item. <br /> <br /> Mr. Mike Faber, 833 Abbie Street, stated that the City has <br />worked favorably with the residents in the Pleasanton Heights area <br />regarding improvements and development in the eastern portion of <br />the city over the past years. They are concerned now about the <br />annexation process and future development. Today the property is <br />under the protection of the Williamson Act and zoned Agricultural <br />District, 1 dwelling unit per 100 acres. He asked if it is the <br />intent of the City for the property to be rezoned under the <br />General Plan. Mayor Mercer stated that at this point the Council <br />is not looking at any specific project, it is Council's contention <br />that this property should be under the purview of the City, not <br />the County. <br /> <br /> Mr. Faber stated the Williamson Act on this property has nine <br />years before expiring, unless there is a cancellation requested. <br />The residents in this area are concerned about any early <br />cancellation and will challenge any plan of the City for early <br />cancellation. He concluded by stated the Pleasanton Heights <br />property owners are willing to work with the City to make a good <br />plan happen. They want to keep the rural open atmosphere. <br /> <br /> Mr. Gene Pons, 832 Abbie Street, President of the Pleasanton <br />Heights Homeowners Association, stated he is not impressed with <br />the present development occurring in the eastern hills; roads are <br />dividing the hills; oak trees are being removed; and a lot of <br />earth movement. He feels that as soon as the property is annexed, <br />there will be development. He urged Council to preserve the <br />beauty of the eastern hills of Pleasanton. <br /> <br /> Mrs. Charlotte Severin, 4515 Mirador Drive, stated she is not <br />speaking against the annexation, but is concerned about where this <br />annexation is leading. She is concerned about this property being <br />taken out of the Williamson Act. She is concerned about the <br />impacts of a major development on the infrastructure and the <br />impact on schools. She urged Council to carefully consider these <br />issues. <br /> <br /> Mr. Roy Neet, 4500 Mirador Drive, stated he is not against <br />annexation but feels growth should be regulated. He cited the <br />development at the back of Kottinger Drive as spoiling the <br />hillside; he did not want this to happen to the Bonde property. <br />Any development of that property should be researched carefully. <br /> <br /> Mr. Wally Decker, 763 Bonde Court, stated he has lived on <br />Bonde Court for many years and the Bonde's have been good <br />neighbors.
