463 <br /> <br />with the Downtown Association's recommendation that for non-food <br />stores, all temporary signs be limited to 50% of the total window <br />area and that they be allowed to be displayed at any time, <br />however, the Chamber recommends that a restriction be added <br />limiting the amount of time which any individual temporary sign be <br />allowed to be displayed up to ninety days; (3) variance procedures <br />- while trying to avoid the need for variances, the Chamber feels <br />that the basis for variances should include "tastefully designed <br />signs"; and (4) restriction of 75% of total sign area being <br />devoted to vehicular-oriented signs - the Chamber feels that <br />rather than being a forced reduction to the allowable auto- <br />oriented sign area as proposed, pedestrian-oriented signage should <br />be an added bonus to allowable sign area, but should be limited to <br />an additional 25% of the allowable sign area. <br /> <br /> There being no further testimony, Mayor Mercer declared the <br />public hearing closed on this item. <br /> <br /> Council discussion ensued regarding various signs in the <br />downtown area, as well as illumination of the signs. <br /> <br /> After finding that the amendment to the Municipal Code is <br />consistent with the General Plan and with the purposes of the <br />Downtown Revitalization District, it was moved by Councilmember <br />Brandes, and seconded by Councilmember Butler, that Ordinance No. <br />1396, to be read by title only and waiving further reading <br />thereof, approving RZ-88-7, application of the City of Pleasanton <br />to amend Chapter 18.74 of the Municipal Code relating to the <br />provisions for signs in the Downtown Revitalization District, as <br />shown in the exhibits "Proposed Amendments to Ordinance 1225" and <br />"Proposed Amendments to Downtown Guidelines" attached to Staff <br />Report 89:01, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Tarver, and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br /> <br />item 9d <br />PUD-80-16-3D, Application of Pactel Properties for development <br />plan approval to construct a multi-building, approximately 103,160 <br />sq. ft. retail commercial complex to be located on an <br />approximately 9.75 acre site generally in the area bounded by <br />Hopyard Road, Stoneridqe Drive, Franklin Drive, and Johnson Drive. <br />Zoninq for the property is PUD fPlanned Unit Development)- <br />Industrial/Commercial and Offices District <br />(Contd.
