Zoning for the property is <br />PUD (Planned Unit Development)-Medium Density Residential <br />District <br /> <br />Consider Adoption of Negative Declaration <br /> <br />Consider Amendment to Growth Management Ordinance <br /> Mr. Swift presented his reports (SR 89:124 and SR 89:138) <br />regarding these items. <br /> <br /> Mayor Mercer declared the public hearing open. <br /> <br /> Mr. Chris Kinzel, TJKM Traffic Engineers, stated his firm <br />evaluated the proposed new alignment of the circulation element. <br />He stated his findings concur with the traffic conclusions of <br />staff. The new alignment has positive benefits. It will be a <br />safer street; it avoids the bluffs; where there are intersections <br />and driveways, these are at right angles; and it can safely <br />accommodate a three-lane roadway plus bike lanes. He advised the <br />new roadway is not speed inducing and with the new alignment, the <br />sight distance is much greater and better than before. The <br />alignment will also provide future access to the park land without <br />interfering with safety. <br /> <br /> Mr. Ron Archer, Civil Engineer, 4133 Mohr Avenue, <br />representing the applicants, stated that at the Planning <br />Commission hearing the East Bay Regional Park District said it <br />would like all options available for access to its property to <br />remain open for a future determination as to which is the best <br />access route into the park. Mr. Archer stated that straightening <br />the road will make it a safer street. <br /> <br /> Mr. Archer stated that regarding the subdivision the <br />neighbors were contacted and they concurred with the development. <br />He stated he is prepared to accept the conditions set forth by <br />staff. <br /> <br /> Mayor Mercer asked if the road goes through an old dump site. <br />Mr. Archer advised that a portion of the road will probably will <br />go through the dump site but he felt this would not be a problem. <br />He stated that the East Bay Regional Park District may need access <br />immediately north of the project to gain access to its property. <br />He stated there is now a roadway, adjacent to the Allec property, <br />which is 50 feet wide that probably could be vacated, with one- <br />half going to Mr. Allec and the remaining portion could be used <br /> <br /> - 6 - 5-16-89 <br /> <br /> <br />
