145 <br /> <br />as access for the Park District. He stated the subdivision has no <br />use for this property. Mayor Mercer asked if Mr. Archer would <br />object to a condition to allow this portion of the property to be <br />used as a bike path and park access. Mr. Archer stated he had no <br />objections to this dedication. <br /> <br /> Mr. Stan Rathbone, 325 Ray Street, stated that straightening <br />Vineyard Avenue would create faster and more traffic; he felt the <br />money could be better used to improve downtown streets. <br /> <br /> Mr. Charles Moxon, 1700 Vineyard Avenue, stated he is <br />concerned about speed. The "S" curve now is extremely dangerous. <br />He stated he spoke at the previous hearing regarding the curve <br />further down the street that also needs to be straightened. He <br />urged Council to straighten all of Vineyard Avenue and to control <br />the speed. <br /> <br /> Ms. Maxine Terner, representing East Bay Regional Park <br />District, stated there is need for future access to the park land; <br />she supported staff recommendations which leaves that decision to <br />a future point in time. She stated the District has not had time <br />to look at the possible 25 foot access and its ramifications, but <br />wants to leave all options open for further consideration, as <br />there is need for adequate vehicle and bike access to the park. <br /> <br /> Mr. C. M. Allec, Vineyard Avenue, stated he is concerned <br />about traffic, speed, and the curve. He stated his main concern <br />is closing the road west of his house. Another concern is with <br />regard to the animals and other habitat with the potential of <br />increased traffic. He advised there is an old dump site east of <br />his property. <br /> <br /> Mrs. Nancy Storch, 3193 Chardonnay Drive, stated that while <br />she is looking forward to closer access to Shadow Cliffs Park, she <br />feels that changing the road alignment on the General Plan is <br />premature and will promote development of land on both sides of <br />Vineyard Avenue. She is concerned that Pleasanton will lose a <br />scenic route as has happened on Foothill Road. <br /> <br /> There being no further testimony, Mayor Mercer declared the <br />public hearing closed. <br /> <br /> Mayor Mercer asked if houses can be built on the old dump <br />site. Mr. Swift advised that houses cannot be built at this time, <br />but they could be in the future if it is safe to do so. <br />Mr. Swift advised that the contaminated soils could be excavated <br />and new soil brought in. <br /> <br /> Councilmember Brandes asked if a condition could be added <br />that this developer pay for both sides of the street at this <br />time. <br /> <br /> - 7 - 5-16-89 <br /> <br /> <br />
