125 <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, and Mayor Mercer <br />NOES: Councilmember Tarver <br />ABSENT: None <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br /> There were no reports of Boards and Commissions presented at <br />this meeting. <br /> <br />REPORTS OF THE CITY MANAGER <br />item 12a <br />Approval of Revised Refuse Collection Aqreement with Pleasanton <br />Garbage, Inc. <br /> Mr. Bocian presented his report (SR 89:224) dated May 16, <br />1989, regarding this matter. <br /> <br /> Mr. Martin Inderbitzen, 62 West Neal Street, representing <br />Pleasanton Garbage Service, stated he concurs with the staff <br />report. <br /> <br /> Councilmember Tarver asked if there was capacity in the <br />landfill for a thirty year agreement. Mr. Inderbitzen advised <br />there is adequate capacity. <br /> <br /> Councilmember Tarver asked about the hours of operation. Mr. <br />Inderbitzen stated the Garbage Company starts early to avoid <br />commute traffic and children going to school. <br /> <br /> Councilmember Tarver expressed concern regarding the length <br />of the agreement. Mr. Inderbitzen advised that this is a <br />financing issue so that the Transfer Station can continue to <br />accommodate the same amount of its activities. <br /> <br /> Councilmember Brandes stated, as a member of the <br />subcommittee, the committee researched the length of the agreement <br />and the City does have the first right of refusal to purchase the <br />company should there be any break up of the business, and there is <br />a five year review period. <br /> <br /> Mayor Mercer stated that Pleasanton is one of the few <br />remaining cities to have a garbage franchise; BFO and Waste <br />Management are buying up most every company and landfill and thus <br />have control of the rates. Mayor Mercer felt in years to come it <br />will be a real asset to have the City's own franchise garbage <br />company. <br /> <br /> Councilmember Mohr asked about the implementation of a <br />recycling program. Mr. Inderbitzen stated the Garbage Company and <br />the City are trying to develop a recycling program. <br /> <br /> Mr. Roush advised that Mr. Inderbitzen and he had agreed to <br />changes to Section 16 and to Section 27, concerning the former <br />dump site.
