123 <br /> <br /> Mr. Inderbitzen asked Council to do whatever it can regarding <br />land fill controls. <br /> <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Mohr, that Resolution No. 89-228, approving the <br />revised Refuse Agreement with Pleasanton Garbage Services, Inc.; <br />and authorizing the Mayor and City Clerk to execute the agreement <br />in a form approved by the City Attorney, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Tarver, and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br /> <br />item 12b <br />Approval of Marketing Plan for Ridge View Commons <br /> Mr. Bocian presented his report (SR 89:210) dated May 16, <br />1989, regarding this matter. <br /> <br /> Mr. Rick Aguire, 7736 Flagstone Drive, stated his Affordable <br />Housing Committee met last Thursday to discuss Ridge View Commons. <br />The Committee reviewed the three alternatives and the majority of <br />the Committee was in favor of Alternative No. 1. <br /> <br /> Mr. John Pelegrini, 2347 Bay Meadows Circle, stated the <br />complex was supposed to be built for lower income seniors; he did <br />not feel it was fair to allow those with higher incomes to live in <br />the project, thus denying a lower income person the opportunity to <br />have a place to live. <br /> <br /> Mr. Bruce Fiedler, Administrator of the Pleasanton Gardens <br />project, stated there are many items in the marketing plans, <br />focusing on many levels of income. He urged Council to look at a <br />total marketing plan; not just rent levels but maintenance, <br />management, etc. He stated there is a great need for lower income <br />housing; he has a waiting list, as does Kottinger Place. <br /> <br /> Councilmember Brandes asked how low incomes and possible <br />assets are checked on. Mr. Fiedler stated that HUD regulations <br />are more stringent than the City would have to be with this <br />complex. <br /> <br /> Mr. Fiedler stated this is an opportunity for the City to <br />provide high quality rental units for low income senior citizens. <br /> <br /> Mr. Robert Cordtz, 262 West Angela Street, and member of the <br />Affordable Housing Committee, spoke in favor of Alternate No. 1. <br /> <br /> Mr. Jack Hovingh, 4250 Muirwood Drive, stated he is opposed <br />to Alternate No. 3, which makes public owned rentals to compete <br />with private enterprise. He felt all units should be allocated to <br />low income seniors and had no preference as to how these would be <br />distributed. <br /> <br /> - 18 - 5-16-89 <br /> <br /> <br />
