The Committee would consist of two persons <br /> from the Citizens Affordable Housing Committee, two financing <br /> experts, general citizens, and contractors or developers. The <br /> Mayor would bring back to the Council the scope of work, number of <br /> committee members, etc. in order for the Council to become <br /> proactive with regard to affordable housing in the community. <br /> <br /> Councilmember Brandes questioned whether the Housing <br /> Commission was being preempted on this. Mayor Mercer indicated <br /> his proposed committee would have representatives from the Housing <br /> Commission as well, but he had failed to mention it. <br /> <br /> Councilmember Mohr questioned the duration of committee and <br /> staffing time. Mayor Mercer said he would come back to Council <br /> with more detail. <br /> <br /> 9. MATTERS CONTINUED FOR DECISION <br /> Item 10a <br />Adoption of Ordinance No. 1414, Amending Section 2 of Ordinance <br />No. 1385 and Section 20.08.050 of the Pleasanton Municipal Code <br />concerninq automatic fire extinquishinq systems <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Butler, to adopt Ordinance No. 1414, Amending <br />Section 2 of Ordinance No. 1385 and Section 20.08.050 of the <br />Pleasanton Municipal Code concerning automatic fire extinguishing <br />systems. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Tarver, and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 13b <br />City Council Procedures on Tie Votes <br /> The City Attorney presented his report (IR 89:40) regarding <br />this matter. <br /> <br /> Discussion ensued regarding whether a tie vote was a lost <br />motion and whether or not the matter may be reconsidered at a <br />later date. <br /> <br /> Mayor Mercer said he thought that if there is"a tie vote due <br />to absence, then the matter would be brought forward to the next <br />meeting; if there is a tie vote due to an abstention, then the <br />matter should die. <br /> <br /> Councilmember Butler believes that the policy should make a <br />distinction on matters that can be resolved and those that can't. <br /> <br /> 6-6-89 <br /> -18- <br /> <br /> <br />
