The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Tarver, and Mayor Mercer <br />NOES: Councilmember Brandes <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> It was moved by Councilmember Butler, seconded by <br />Councilmember Mohr, that on the basis of a review of an initial <br />environmental study done for this project and a finding that no <br />significant environmental impact would occur as outlined in the <br />City's guidelines and a further finding that a negative <br />declaration is appropriate in connection with PUD-89-6, the <br />application of Spieker Partners for Planned Unit Development <br />rezoning and development plan approval for a multi-building, <br />approximately 118,500 sq. ft. mixed use retail commercial complex <br />to be located on an approximately 13.3 acre site located at the <br />northwest corner of the intersection of Rosewood Drive and Santa <br />Rita Road, that Resolution No. 89-256 approving the negative <br />declaration be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Tarver, and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Councilmember Brandes again expressed his disapproval of the <br />drive-in restaurant. He thought the conditions imposed by the <br />Planning Commission were appropriate with an additional condition <br />that a drive-through restaurant not be allowed. Mr. Tarver <br />agreed. <br /> <br /> Ms Mohr. concurred that she didn't want to see a fast food, <br />McDonald's type, restaurant, but that a 50's theme restaurant <br />would be all right. <br /> <br /> Mr. Tarver indicated he is very concerned about traffic <br />mitigations, the North Pleasanton interchanges, and the timing the <br />Hacienda/I-580 and Santa Rita/I-580 interchanges. He would prefer <br />there be no more development in the area until this issue is <br />resolved. There was then discussion regarding the sequence of the <br />interchanges and potential traffic in the area. <br /> <br /> Councilmember Brandes indicated that the Council should <br />appove PUD-89-6, with two exceptions (1) that drive-through <br />restaurants be eliminated and (2) that no construction commence <br />prior to the completion of the Santa Rita/I-580 interchange. <br />Councilmember Tarver agreed. <br /> <br /> There was some discussion about the timing of the <br /> construction. It was estimated to be at least 30 months before <br /> the interchange at Santa Rita would be completed, but the shopping <br /> center additions would be completed in 18 months. <br /> <br /> 6-6-89 <br /> -14- <br /> <br /> <br />
