165

Chip Helmwood, Bissell and Karn, reviewed the project in more
detail and indicated the the Ridgeland Study won't tell the
Council any more about the project than they already know and
urged a decision on the General Plan designation now.

Mrs. Lanie Dwyer, 10705 Dublin Canyon Road, indicated she had
no objection to the proposal.

Mayor Mercer indicated he had voted for the condominium
project because the developer indicated it would be affordable
housing. He is very concerned about the Dublin Canyon/Foothill
Road intersection and feels it is the worst one in town. He would
like to wait and see the impact of build-out before rezoning.

Mr. Brandes concurred about the intersection, but thought
Council would not know any more after the annexation study is
complete than it does now.

Mr. Tarver expressed his opposition to putting in high
density development in this area.

It was moved by Councilmember Brandes, seconded by
Councilmember Butler, to adopt Resolution No. 89-278, denying the
appeal and denying Case GP-89-2, the application of Jeanette
Westbrook to amend the Land Use Element designation of the General
Plan from Low Density Residential to Medium Density Residential,
or to any other land use designation deemed in the public
interest, for an approximately nine acre site located on the north
side of Old Dublin Canyon Road generally in the area approximately
5,000 feet west of the intersection of Foothill Road and Old
Dublin Canyon Road.

The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Tarver, and Mayor
Mercer
NOES: None
ABSENT: None
ABSTAIN: None

Item 6d
PUD-78-3-3M, Application of Vintage Hills Investment for a major
modification to an approved development plan for an existing
shopping center (Vintage Hills Shopping Center) to allow for
alterations to exterior storefronts, clock tower, signage,
landscaping, and other related improvements to be located at 3550
Bernal Avenue
Mr. Swift presented his report (SR 89:289) regarding this
matter.

Mr. Brandes indicated he asked for review of this item
because it is in a sensitive area and he was concerned that it be
done properly, with a mechanism to insure upkeep and maintenance
of the property.

-6-

6-20-89
