167 <br /> <br /> Mayor Mercer then questioned the allocation of time for code <br /> enforcement. There was discussion among Council and staff about <br /> the need for one code enforcement officer and one planner or did <br /> the Planning Department want two planners and one code enforcement <br /> officer. <br /> <br /> Mr. Brandes felt more comfortable with one code enforcement <br /> officer and one planner to be added now. Once the work load is <br /> determined, then add another planner if needed at the mid-year <br /> budget review. <br /> <br /> Ms. Mohr indicated support for two planners, because the <br /> planning department helps support the citizens' committees, which <br /> take a lot of time. <br /> <br /> It was moved by Councilmember Brandes, seconded by <br /> Councilmember Mohr, to adopt Resolution No. 89-277 approving the <br /> 1989-90 Annual Operating Budget with the additions set forth in <br /> the staff report (89:286) and adding $15,000 for CASA and one <br /> additional code enforcement officer. <br /> The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Tarver, and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Item 6b <br />Application of Retail Property Development Company {PUD-85-8-4D) <br /> James Heilbronner requested this item be moved to the last <br />public hearing as he was waiting for presentation material. <br /> <br /> Item 6c <br />AP-89-5, The Lusk Company (Westbrook), Appeal of a decision of the <br />Planning Commission continuing Case GP-89-2, the application of <br />Jeanette Westbrook to amend the L~_nd Use Element designation of <br />the General Plan from Low Density Residential to Medium Density <br />Residential, for an approximately nine acre site located on the <br />north side of Old Dublin Canyon Road generally in the area <br />approximately 5,000 feet west of the intersection of Foothill Road <br />and Old Dublin Canyon Road for completion of the Ridgeland Study. <br /> Mr. Swift presented his report (SR 89:292) regarding this <br />matter. <br /> <br /> Mayor Mercer declared the public hearing open on the <br />application. <br /> <br /> John Zellhoefer of the Lusk Company, 6689 Owens Drive, <br />briefly reviewed the project, and confirmed that this is a General <br />Plan change request only; no houses would be built until 1991.
