169 <br /> <br /> Mr. Chuck Eddinger, 3445 Touriga Drive, co-chair of CASA, <br />addressed the Council regarding the work of CASA and the plans for <br />next year's activities. He indicated they will need $43,000 for <br />the after school program and requested $15,000 from the City for <br />the pilot program at the middle school. <br /> <br /> Councilmember Brandes commended the CASA program and <br />indicated there are various other programs regarding substance <br />abuse, all of which are good. He indicated he was willing to <br />allocate seed money to CASA, but felt the program should be <br />supported by the community. The City has spent considerable money <br />to establish and support the D.A.R.E. program and he believes that <br />is the program the City should continue to support. <br /> <br /> The rest of the Council expressed similar feelings about this <br />program. <br /> <br /> Stanley Rathbone, 325 Ray Street, asked if there were gun <br />safety classes in the school and is there money in the budget for <br />that? Mayor Mercer indicated the school determines the curriculum <br />and pointed out that there are police officers who speak at the <br />schools. <br /> <br /> Leo Heckathorn, asked how much money had been spend on <br />redevelopment. Mayor Mercer indicated no money had been spent and <br />$10,000 was being taken out of this budget. <br /> <br /> There being no further testimony, Mayor Mercer declared the <br />public hearing closed. <br /> <br /> Councilmember Brandes indicated he had a problem with the <br />Booklegger Project request for funds. It is a good program, but <br />he is concerned about coordination with the schools and doesn't <br />feel comfortable putting money into the project now. Mr. Brandes <br />would prefer a budget amendment later. <br /> <br /> Mayor Mercer said it was his understanding that if the <br />Booklegger Project is not implemented, the balance of money will <br />be spent on other activities. <br /> <br /> Mr. Butler was strongly in support of the Booklegger <br />Project. <br /> <br /> Mayor Mercer questioned the allocation of $4,000 for a labor <br />negotiator. Mr. Butler indicated the staff recommended the labor <br />negotiator stay on as support, whether or not direct negotiation <br />is involved. Mr. Walker reiterated the need for support services <br />by the labor negotiator. <br /> <br /> Mr. Brandes felt there was enough staff to provide the <br />information and support.
