171

Mayor Mercer requested that this item be scheduled for the
next agenda.

There was then discussion among the Council regarding the
date of the next Council meeting due to the conflict of the
Mayors' Conference on July 5th. It was decided to eliminate the
July 5th meeting and the next regularly scheduled Council meeting
will be on July 18, 1989.

Mr. Stanley Rathbone, 325 Ray Street, requested Council to
set a time limit within which developers must complete building.
He further indicated he felt there should be zero new units for
1990.

Traci Ross-Gonzales, 3643 Bernal Avenue, indicated a problem
with construction traffic between Kottinger and Vineyard. She
requested the trucks be directed to stay on First Street and turn
left onto Bernal Avenue.

Betty O'Connor, 3826 Pinot Court, indicated Bill van Gelder
lowered the speed limit on Bernal to 35mph, but it is not working.
Traffic has doubled from 1988-89 and she too wanted construction
traffic off the street.

Joseph Elliott indicated truck traffic is allowed to use the
most direct route, according to our Code. Council then discussed
what options were available regarding this problem, such as
rerouting haul routes.

It was suggested the developers be contacted regarding
rerouting so as to affect the least amount of residents.

It was moved by Councilmember Brandes, seconded by
Councilmember Butler, that staff be directed to meet with each
developer involved in the Kottinger development to indicate
concerns about traffic and to request a change in construction
traffic routes along First Street to Bernal Avenue.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Tarver, and Mayor
Mercer
NOES: None
ABSENT: None
ABSTAIN: None

Mayor Mercer suggested those people who spoke leave their
names and addresses so they can be contacted with the results of
the discussions with developers.

6. PUBLIC HEARINGS
Item 6a
1989-90 Annual Operating Budget
Ms. Rossi presented her report (SR 89:286) regarding his
matter.

-3-

6-20-89
