The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Tarver, and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 12c <br />Report on Soundwalls on Valley Avenue and Bernal Avenue <br /> Mr. Elliott presented his report (SR 89:281) regarding this <br />item. <br /> <br /> Donald Belasquez, 3834 Pinot Court, indicated his support for <br />the Bernal Avenue soundwall. <br /> <br /> Darrow Crowe, 3810 Pinot Court, indicated his concern <br />regarding noise from traffic. <br /> <br /> Don Gorman, 3660 Canelli Court, spoke in favor of the <br />soundwall. He said this soundwall had been discussed in the past <br />and he never received notice. He commented on the cost of the <br />soundwall and indicated it was worth it because aesthetically it <br />would look nicer and it would be safer. He put forth options such <br />as moving the sidewalk closer to the street, and suggested the <br />soundwall be part of costs charged to developers in the area. <br /> <br /> Brian and Betty O'Connor, 3826 Pinot Court, commented on the <br />appearance of the existing fence and indicated there is a large <br />area which is flat, which should not add to the cost of the <br />soundwall. They also indicated there were not as many trees as <br />the staff report set forth. They also expressed concern about <br />traffic, noise, exhaust fumes and dirt caused by the opening of <br />the Bernal extension. <br /> <br /> It was moved by Councilmember Butler, and seconded by <br />Councilmember Brandes, to adopt Resolution No. 89-285, approving <br />further study and the eventual construction of a soundwall on <br />Bernal Avenue. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Councilmember Brandes cautioned the residents that it takes <br />time to prepare plans and put this project in the budget. They <br />should be aware the soundwall is not going to be built tomorrow. <br /> <br /> Mayor Mercer inquired if it would be cost effective for City <br />personnel to build soundwalls rather than to contract it out all <br />the time. Mr. Walker indicated there may be legal problems <br />because of the requirement that public works projects over a <br />certain amount go to bid. <br /> <br /> -16- <br /> <br /> 6-20-89 <br /> <br /> <br />
