Mr. Mercer asked if he wanted a blockage similar to that on <br />Kolln, where there is pedestrian access to Valley. Mr. Bengston <br />said they did not want a break in the wall for security reasons. <br /> <br /> Gary Tomckins, 4083 Blacow, also supported closing Blacow and <br />presented a map showing the turning difficulties. <br /> <br /> Mr. Scott Falsby requested no breaks in the soundwall. <br /> <br /> Mr. Don Loyer, 4074 Blacow, agreed with everything stated and <br />was concerned about safety due to the Valley Avenue traffic. <br /> <br /> Mr. Bill Beucker, Orloff Street, pointed out there have been <br />many near rear end accidents because of cars turning onto Blacow. <br /> <br /> It was moved by Mayor Mercer, and seconded by Councilmember <br />Mohr, to close Blacow Street. <br />The roll call vote was as follows: <br />AYES: Councilmembers Mohr, Tarver, and Mayor Mercer <br />NOES: Councilmembers Brandes and Butler <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mr. Butler indicated he had a problem with limiting access to <br />this large of an area by closing the street. <br /> <br /> Mayor Mercer said there have been incidents in other parts of <br />town where streets were closed (Kolln and Secretariat) and there <br />have been no problems. <br /> <br /> It was determined that a soundwall would be built with a <br />pullout for disabled vehicles. <br /> <br /> Mr. Elliott indicated all the other residents on Orloff and <br />Kolln did not receive notice of this closure. <br /> <br /> There was discussion about the need for notice to those <br />affected by the rerouted traffic and Council was uncomfortable <br />about taking action without input from the other neighborhoods. <br /> <br /> It was moved by Councilmember Tarver, and seconded by <br />Councilmember Mohr, to adopt Resolution No. 89-284 to reconsider <br />the closure of Blacow Street and to discuss the matter further at <br />the meeting of July 18, 1989, as the first item on the public <br />hearing agenda. <br /> <br /> -15- <br /> <br /> 6-20-89 <br /> <br /> <br />
