Mr. Roush indicated there was a fine line between what is <br />considered improvement/maintenance and new construction. He would <br />research the matter and report back. <br /> <br /> Mr. Bill Buecker, 1246 Orloff Drive, addressed Council <br />regarding the Valley Avenue soundwall. He did not think it was <br />necessary to wait another two to three months for a new study to <br />be done. Traffic at this time of the year is not as heavy due to <br />the lack of school traffic. <br /> <br /> He also indicated their section of soundwall is the only <br />section that is at six feet, rather than nine feet elsewhere. <br />He indicated the homeowners are concerned about Stoneridge Drive <br />not being extended and pointed out all the various reasons why <br />traffic is increasing in this area. He then requested that the <br />soundwall be thicker as well as higher. <br /> <br /> Mayor Mercer said he knew of only two portions of soundwall <br />that were ever added onto, one on the corner of Hopyard and <br />Stoneridge, and an addition of three feet next to the Sports Park <br />due to the construction of two story homes. <br /> <br /> Joyce Owen, 1224 Orloff Drive, pointed out that the existing <br />soundwall is six feet measured from the street side, but measured <br />from her yard, it is much less. <br /> <br /> Scott Fulscombe indicated the soundwall in his yard only <br />comes up to his chest. <br /> <br /> Mr. Ron Nelson, Hall Court, indicated the wall in his back <br />yard is only 4-1/2 feet. He also complained about the traffic <br />noise and lack of privacy and security for his home. <br /> <br /> Mr. Bengston requested a comparative study with Danbury Park <br />homes and those on Valley Avenue. <br /> <br /> Mayor Mercer remembered a sound study done a while back by an <br />engineer using a noise level monitor and a video camera. The <br />study concluded that the higher the wall, the less the noise. <br />This staff report reaches the opposite conclusion. Mayor Mercer <br />wanted to know why we need to spend the time and money for another <br />study. Is it to determine the height of the wall? <br /> <br /> Mr. Swift indicated the Planning staff has known for a while <br />that there is a problem with this subdivision, because the <br />developer did not build the wall the way it was supposed to be <br />built. Sound studies have been done for two years in anticipation <br />of the demand for an increase in the wall height. What we need <br />now is measurements of the wall height in each back yard and <br />translate that into a soundwall design that will attenuate the <br />noise to the City standard of 60 dBL. <br /> <br /> -17- <br /> <br /> 6-20-89 <br /> <br /> <br />
