11. REPORTS OF BOARDS AND COMMISSIONS <br /> There were no reports presented at this meeting. <br /> <br /> 12. REPORTS OF THE CITY MANAGER <br /> Item 12a <br /> Approval of Plans an Specifications and Authorization to Call for <br /> Bids for Reconstruction of Sprinq Street, Railroad Avenue and <br /> Division Street, Project 87-26. <br /> The Director of Public Works and Utilities presented his <br /> report (SR 89:279) regarding this item. <br /> <br /> Mr. Gene Finch, representative of the Downtown Association, <br />urged the Council to approve the moneys for the entire project, <br />which would benefit the entire community with regard to <br />transportation. <br /> <br /> Stanley Rathbone pointed out this area is the last rustic <br />portion of Pleasanton. <br /> <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Butler, to adopt Resolution 89-283, approving <br />alternative 2 of the staff report and authorizing staff to call <br />for bids for the project. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, and Mayor Mercer <br />NOES: Councilmember Tarver <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Councilmember Mohr asked what the cost of the project will be <br />in the future. Mr. Elliott indicated the cost is set for two to <br />three years; after that add 5% for inflation each year. <br /> <br /> Mr. Tarver understands there is a great deal of money <br />involved, but has a problem with doing half the job. Those three <br />streets have been ignored for a long time and he would like to <br />find a way to do the whole thing. <br /> <br />Item 12b <br />Report on the Closure of Blacow at the north side of Valley <br />Avenue <br /> Mr. Elliott presented his report (SR 89:280) regarding this <br />item. <br /> <br /> Loren Bengston, Blacow Street, indicated he was in favor of <br />the closure. He expressed his concern about increased traffic on <br />Valley and addressed various points in the staff report. He also <br />indicated it is not obvious that there is a street and it is <br />dangerous when cars slow down to turn right onto Blacow. He also <br />pointed out vehicles cut through the neighborhood which present <br />problems.
