Item 8c
Affordable Housinq Task Force
Mr. Mercer presented a memorandum briefly outlining his
proposal for the Task Force.

Mr. Tarver requested a representative from the Human Services
Commission and from the Planning Commission.

Mr. Brandes indicated there are people in the community with
different viewpoints on affordable housing and those suggested for
membership on the Task Force are all in favor of affordable
housing. Mr. Brandes feels there should be representation for
those not in favor of affordable housing.

Mr. Mercer indicated the purpose of this committee is not to
debate whether there should be affordable housing; the state says
you will have affordable housing. The committee is to define what
the affordable or low income housing problem is; to see what other
cities have done; and to advise the Council, who will then make
the decisions on the projects and where to place them.

Mr. Butler wanted to be sure the interests of seniors were
protected. Mr. Tarver indicated he would like to participate on
the committee.

There was no action on this item.

Item 8d
Adoption of Tri-Valley Transportation Council Rules of Procedure.
Mr. Mercer presented a memorandum with the proposed rules of
procedure attached.

It was moved by Councilmember Tarver, seconded by
Councilmember Mohr, to adopt Resolution 89-282, adopting the Tri-
Valley Transportation Council Rules of Procedure.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Tarver, and Mayor
Mercer
NOES: None
ABSENT: None
ABSTAIN: None

Councilmember Tarver raised a question about the possible
need of another geological review of the Golden Eagle project and
suggested the USGS be requested to prepare a report.

Mr. Roush indicated there can be no action tonight, but the
item could be brought back at the next meeting.

There was then discussion as to whether the whole project
would be stopped in view of this request. Mr. Roush indicated it
would not unless the Building Official determined there was a
need to stop the project.

-11-

6-20-89
