Mr. Brandes asked for clarification of the Golden Eagle <br /> project approval and what, if anything, needed to come back to <br /> Council for review and approval. <br /> <br /> Mr. Swift indicated that on the west side of the road, the <br /> final PUD, tentative map, and final map for the lower thirteen <br /> lots had been approved. The improvement plan has not been <br /> released by the Engineering Department. A condition of the <br /> tentative map and PUD plan requires that additional geological <br /> work be done to the satisfaction of the Planning Director. Staff <br /> has been working with our own reviewing geologist to have <br /> additional work done. If Council wants us to bring in the U.S. <br /> Geologic Survey to review what has already been done, the <br /> conditions of the tentative map would allow us to do that, but <br /> there is no controversy between the developer's geologist and the <br /> geologist retained by the City for review of the site. Mr. Swift <br /> also indicated that the final map for the remainiDg units must <br /> come before Council and that during the entire process if the <br /> grading and trenching discloses a fault, then the whole project <br /> comes to a halt pending further study. <br /> <br /> Mr. Butler pointed out that the policy issues had already <br />been decided and set forth in the conditions of the project. Any <br />further questions are technical and should be handled by staff. <br /> <br /> Mayor Mercer asked if the USGS did a survey, what would it <br />would do that wasn't being done by the geologist hired by the <br />City? Mr. Swift indicated the USGS would read through the <br />reports made to this point to see whether adequate interpretation <br />of the data has been done or that adequate investigations have <br />taken place. If the USGS felt there has not been enough <br />investigation, then it will require something else. In this case, <br />there is no disagreement between the geologists on site. <br /> <br /> Mr. Tarver reiterated that this development is in a very <br />sensitive area and he wants to be sure Council is not making a <br />mistake in what is done up there. <br /> <br /> No action was taken. <br /> <br /> Mayor Mercer indicated he would like the Council to consider <br />a "property maintenance" ordinance to give staff the power to <br />solve these problems. He gave two examples of houses with major <br />problems. <br /> <br /> Mr. Butler indicated that if there is a fire hazard or a <br />health issue, we can do something about that.
