121 <br /> <br />12. REPORTS OF THE CITY MANAGER <br />Item 12a <br />Response to Alameda County Grand Jury Report for 1989-90 <br /> Mr. Walker presented the report (SR 89:295) to the Council <br />and requested that the City respond either by writing a letter or <br />coming up with a resolution indicating that this is being done. <br /> <br /> Mr. Butler commented that the report assumes that if there <br />were no formal classroom-type instructions, the city officials <br />were not being informed of their responsibilities. He noted that <br />the City Attorney is also available to discuss what these <br />requirements are and to help resolve issues. <br /> <br /> Mr. Brandes indicated that the Grand Jury could be informed <br />that we are aware of these laws, respect them, and comply with <br />them. <br /> <br /> Mr. Mercer stated that he felt no response was necessary. <br /> <br />Item 12b <br />Review of Growth Management Proqram lapsing and Affordable Housing <br />Programs <br /> Mr. Swift presented his report (SR 89:327) regarding this <br />matter. <br /> <br /> Regarding the Growth Management Program lapsing, Mr. Mercer <br />indicated that if Alternative 1 is being considered as a probable <br />solution, it would be necessary to have the staff present a full <br />report of what its impact would be. A public hearing could then <br />be held, so the builders can come in and talk about it. The staff <br />should also indicate what month they feel would be best to move <br />ahead, e.g., just before the construction season starts. <br /> <br /> Referring to the Affordable Housing Program, he stated that <br />this could be dealt with after the Committee comes back with its <br />recommendations. <br /> <br />13. REPORTS OF THE CITY ATTORNEY <br />Item 13a <br />Employing City Work Force to Construct Soundwalls <br /> Mr. Roush presented his report (IR 89:51) regarding this <br />matter. <br /> <br /> Mr. Mercer inquired if wooden soundwalls, which would cost <br />less, would be as effective as concrete soundwalls. <br /> <br /> Mr. Elliott said yes, if a certain thickness would be <br />maintained. However, the difficulty would be in making them last <br />as there should be no cracks. Special joints are put where the <br />plywood intersects the post. <br /> <br /> No action was taken on this item. <br /> <br /> -23- <br /> <br /> <br />
