He expressed concern about how far in advance <br />and to what degree the City would want to make long-term <br />agreements. He suggested that since commitment to a project would <br />mean commitment to 250 units over three to four years, long-term <br />agreements should not go beyond two years. He also wanted to see <br />a better balance between small and big projects. <br /> <br /> Mr. Tarver showed preference for Option 3. He suggested that <br />for Option 2, the number of units allocated be put in the year <br />they will be constructed. <br /> <br /> Ms. Mohr asked the staff for a ballpark figure of how many <br />units, other than those shown as long-term agreements, would not <br />be constructed by the end of 1989. <br /> <br /> Mr. Swift indicated that they were rapidly catching up with <br />the backlog and would have about 200-300 units left by the end of <br />the year. <br /> <br /> Ms. Mohr stated that she was for Option 1. It minimizes how <br />far into the future the City would go as the greater number of <br />units are kept within the first two years. Moreover, the backlog <br />would be down to 200 or so by the end of the year. <br /> <br /> Mr. Butler recommended Option 1 as meeting the upper limit of <br />350 units approved by the Council. He suggested that the <br />condition be added with respect to the Rose Avenue project and <br />that other than what has already been discussed with respect to <br />this project, any additional discussion with or approval by the <br />School Board be eliminated. He added that 20 units be moved from <br />1993 to 1991 for Laguna Oaks, giving them a total of 100 for 1991 <br />and 31 for 1993. <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, that <br />REsolution No. 89-325 be adopted, approving Option 1 with 20 units <br />being transferred from 1993 to 1991 for the Laguna Oaks Project. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, and Mayor Mercer <br />NOES: Councilmembers Brandes and Tarver <br />ABSENT: None <br />ABSTAIN: None <br /> <br />10.
