429

Mr. Bob Abreu, 4653 Del Valle Parkway, also concurred with
Mr. Kahale's statements. He added that it would be cost effective
to have irrigation pipe lines put in while the contractors are
digging to do the landscaping.

Mr. Brandes asked staff if there would be substantial savings
to combine the two jobs.

Mr. Elliott replied that there would be some savings.

Mr. Mercer stated that he agreed that Del Valle Parkway needs
landscaping, but that financing is a stumbling block. He also
stated that at the present time, it is not necessary to have a
traffic light at the intersection of Valley Avenue and Via de los
Milagros/Paseo Santa Cruz, as the existing stop signs there are
sufficient for the amount of traffic there. He suggested that the
funds for the traffic light, amounting to $175,000, could be used
for the landscaping, and when it became necessary to install the
traffic lights in a year or two, it could be included in the
budget then. He would also like to add landscape improvements in
front of the subdivision next to the Sports Plaza on Hopyard
Road.

Mr. Brandes concurred with Mr. Mercer's statement.

Ms. Mohr asked if the contractor for the sewer lines is
obligated to replace some of the landscaping and how this would be
coordinated with the contract for the east end of Del Valle
Parkway.

Mr. Walker replied that the contractor is required to replace
only what he took out. The landscape for the other areas would
not be his responsibility.

Mr. Mercer inquired if it were possible to deduct the cost to
replace the landscape from the sewer lines contract rather than
have him redo the landscaping, then take the money and have only
one contractor do the entire thing.

Mr. Elliott explained that it would be appropriate to deduct
the costs from the payment still to be made to the sewer line
contractor.

Mr. Butler commented that the traffic light would make a
better situation out of a bad one that was created when the stop
signs were put up in the firs~ place. He stated that the stop
signs should not be there at all.

Mr. Mercer stated that the stop signs provide a service
because they give children the opportunity to cross Valley Avenue
into the tennis facility across the street or on their way to
school. He added that it would be a mistake to take them out
now.

-9-
10-31-89
