343 <br /> <br />Item 7d <br />PUD-81-30-9D-2M, Application of Prudential Insurance Company to <br />allow medical clinic as permitted use at 5758 West Las Positas <br />Blvd. <br /> <br /> No action was required or taken by the Council on this item. <br /> <br />Item 7e <br />Actions of the Board of Adjustment, Design Review Board and <br />Planninq Commission at their Meetings of September 13, 1989 <br /> <br /> No action was required or taken by the Council on this item. <br /> <br />Item 7f <br />Tri-Valley RmerqencV Services Rescue Coordination Center <br /> <br /> Mr. Sam Gross, Major in the U.S. Air Force Civil Air Patrol <br />and Commander of Tri-Valley Civil Air Patrol Cadet Squadron 156, <br />presented a report on his organization's proposal to build a <br />facility at the Livermore Airport which would provide for <br />emergency services training of civilians in the community to <br />ensure readiness to meet any natural disaster in the Valley. He <br />explained that in case of a natural disaster, the Valley would be <br />cut off from land travel, since all major entries sit on major <br />fault lines; the only access for supplies would be through the <br />air. The facility, designed to be a staging center for emergency <br />services, would be very appropriate for such situations. He added <br />that the facility would in no way increase air traffic at the <br />airport and would have three large conference rooms which would be <br />available for use by any of the communities. He requested the <br />Council to endorse the project to the City of Livermore. <br /> <br /> Mr. Butler noted that there is no proposal to use public <br />funds and asked if the facility would be built through fund- <br />raising. He suggested that it might be worthwhile to look into <br />the possibility of coordinating with other public safety <br />organizations involved in emergency training. <br /> <br /> Mr. Gross replied that the organization would raise the funds <br />to build the facility. He added that they had programmed three <br />months between the time the proposal goes to the City of Livermore <br />and their meeting with the different agencies, to contact various <br />entities through the Cities' OES Division, to inform them of the <br />facility and to coordinate with any training program they might <br />have. <br /> <br /> Mr. Brandes inquired if the the facility would have any <br />bearing on the controversy regarding the expansion of Livermore <br />Airport. <br /> <br /> Mr. Gross answered that the Civil Air Patrol does air search <br />and rescue using single-engine aircrafts. The number of flights <br />made would not be more than what it is at present. <br /> <br /> -8- <br /> <br /> 9-19-89 <br /> <br /> <br />
