COMMUNICATIONS
Item 14a
ReqUest for Sewer Capacity for Ruby Hill Project

Mr. Jim McKeehan, Vice President and the General Counsel,
Signature Properties, 6612 Owens Drive, presented a report on the
Ruby Hill project. He explained that in a 1,300-acre project being
processed with the County, they have proposed an on-site sewage
treatment facility, with a maximum build-out in five to ten years,
of 300,000 gallons of waste water a day, which would produce daily
30,000 gallons of brine that has to be disposed of. He inquired
if the City is interested in allowing them to dispose of the brine
in the City's sewage system because of a limited storage capacity
on site.

Mr. Brandes asked if they were interested in annexing to
Pleasanton.

Mr. McKeehan stated that he had talked to Mr. Swift about
that when they first began the process. He added that as part of
their further course of study, LAFCO decided that the sphere of
influence for this area would remain unchanged until the Fertile
Crescent study has been completed.

Mr. Mercer mentioned that he had a letter from Mayor Turner
requesting that Pleasanton hold its decision until Livermore had a
chance to respond to the request. He said that Livermore might be
in a better position to serve the project.

-20-

9-19-89
