321 <br /> <br /> Mr. Mercer replied that it would cost the City $670,000 a <br /> year in debt service. <br /> <br /> Ms. Birdie Bianchi stated that she heard about this proposal <br /> a month ago and asked why it was brought up only two weeks before <br /> a decision had to be made. She concurred with Mr. Caudill's <br /> comment that the downtown should be taken care of first. <br /> <br /> Mr. Mercer replied that the City had to gather enough <br />information from consultants to get the process started before <br />going public. <br /> <br /> Mr. Brandes stated that it would be appropriate to continue <br />the matter to the next Council meeting. <br /> <br /> Mr. Mercer asked Mr. Walker what additional information he <br />would be able to bring forward. <br /> <br /> Mr. Walker commented that the big question seemed to be <br />location versus money saved. He added that it would cost a lot of <br />money to have all the drawings that Mr. Finch wanted and asked <br />Council if it was willing to spend that much even before a <br />decision was made about the feasibility of the project. <br /> <br /> Mr. Butler inquired if it would be possible, given the time <br />constraint, to identify a specific site of about four acres and <br />have its market value for the purpose of comparison. <br /> <br /> Mr. Mercer asked what City Hall would be worth if it were <br />sold or leased. <br /> <br /> Mr. Walker replied that a rough estimate is $3.5 Million; he <br />clarified that this is not an appraisal, that it would take two <br />months to have one done. <br /> <br /> Mr. Mercer asked how much it would cost to build the Council <br />Chambers in the Kaiser facility, and if that money could be saved <br />if the City kept the present Council Chambers. <br /> <br /> Mr. Walker answered that it would cost $140,000 and explained <br />that if Council chose to keep the present Chambers, the space in <br />the Kaiser Center would be converted into something else since the <br />lobby is too big. <br /> <br /> Mr. Tarver stated that he wanted to see other alternatives, <br />like what could be done with the existing City Hall site and the <br />impact of the move on the downtown area. <br /> <br /> Ms. Mohr inquired if it would be feasible to convert the <br />present City Hall to a multipurpose center like Livermore, should <br />the Council decide to purchase the Kaiser property. <br /> <br /> Mr. Mercer indicated that the matter would be continued to <br />the next Council meeting. <br /> <br /> -19- <br /> <br /> 9-19-89 <br /> <br /> <br />
