331 <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Ms. Terner thanked the Councilmembers for their action and <br />informed them that the EBRPD Board of Directors had voted to adopt <br />the Land Use Development Plan for Shadow Cliffs. She added that <br />she is looking forward to working with the City of Pleasanton. <br /> <br />11. REPORTS OF BOARDS AND COMMISSIONS <br /> <br /> There were no reports from the Boards or Commissions <br />presented at this meeting. <br /> <br />12. REPORTS OF THE CITY MANAGER <br />Item 12a <br />Review of Growth Management Program Lapsing Provisions <br /> <br /> Mr. Swift presented his report (SR 89:413) regarding the <br />matter. <br /> <br /> Mr. Tarver mentioned that he met with some developers, and <br />they expressed some concern that the staff report was slanted <br />against what was discussed at the last meeting regarding growth <br />management lapsing within one year of occupancy. He said that <br />both developers and staff agree that this will not work, and added <br />that he would prefer to meet with the developers and staff to <br />resolve the issue rather than put in a provision that will not <br />work. <br /> <br /> Mr. Brandes commented that it is not necessary to have a <br />report that agrees with the development community and that he <br />would also like to discuss the matter with the developers. <br /> <br /> Ms. Mohr pointed out that frequently, the plan is brought <br />forward by one who is not a builder, and once the PUD is approved, <br />he sells it; the time frame then complicates the process. She <br />asked that this be considered in the meeting. <br /> <br /> Ms. Judith Mayhew, 610 Main Street, President of the <br />Pleasanton Chamber of Commerce, requested that any decision on <br />this matter be delayed to give time for their members to meet with <br />City staff. <br /> <br /> Mr. Mercer replied that it could be done and asked Mr. Tarver <br />to get the people together for a meeting. <br /> <br /> -14- <br /> <br /> 9-19-89 <br /> <br /> <br />
