333 <br /> <br />with the annexation of the other EBRPD property, and the City and <br />EBRPD staffs could consolidate their efforts in any research that <br />would need to be done. She said that she recognized there may be <br />some unresolved issues and agreed that these should be resolved <br />prior to final action on the annexation. <br /> <br /> Mr. Butler asked what Ms. Terner's response would be should <br />the Council be requested to hold off the annexation pending some <br />further resolution. <br /> <br /> Ms. Terner replied that she would urge the Council to <br />initiate the annexation and to direct both staffs to work together <br />to resolve any questions, whether through a preannexation <br />agreement or any other appropriate format. <br /> <br /> Mr. Brandes mentioned that at a meeting with EBRPD when <br />Pleasanton Ridge was being considered in connection with the <br />Currin property annexation, it was agreed that whatever questions <br />there were could be worked out while LAFCO had the annexation <br />papers, and if these were not resolved, no final action would be <br />taken on the annexation. <br /> <br /> Mr. Mercer stated that Mayor Turner of Livermore expressed <br />some concerns about the annexation. He continued that he had made <br />a commitment to EBRPD to support the Shadow Cliffs annexation if <br />EBRPD helped the City with the Currin property annexation. He <br />added that it would take about 60 days before the annexation <br />papers get to LAFCO, and during that time, a meeting could be held <br />where representatives from the City of Livermore, property owners, <br />and anyone concerned or interested could work out their concerns <br />with EBRPD representatives so these can be resolved, and the <br />annexation papers would reach LAFCO at the same time as the <br />Foothill Road annexation papers. <br /> <br /> Mr. Buzz Moxon, 1700 Vineyard Avenue, thanked the staff for <br />checking out questions he had at the previous Council meeting and <br />strongly urged the Council to move ahead as recommended by EBRPD. <br />He asked to be notified of the meeting between EBRDP and <br />interested parties. <br /> <br /> It was moved by Mr. Brandes, and seconded by Mr. Butler, to <br />adopt Resolution No. 89-404, approving the application by the City <br />of Pleasanton requesting the Local Agency Formation Commission <br />(LAFCO) to take proceedings for the proposed Annexation No. 131 <br />(Shadow Cliffs), pursuant to the Cortese-Knox Local Government <br />Reorganization Act of 1985; Resolution No. 89-405, agreeing to the <br />exchange of property tax revenues for Annexation No. 131; and <br />Resolution No. 89-406, initiating prezoning of the property being <br />annexed to the City of Pleasanton under Annexation No. 131 (Shadow <br />Cliffs). <br /> <br /> -13 - <br /> <br /> 9-19-89 <br /> <br /> <br />
