337

Mr. Butler inquired how strongly their committee feels that
enough background work has been done that the firm doing the study
will do it the right way and that $75,000 is the right amount of
funding needed.

Mr. Colborn referred the question to Mr. Les Edwards.

Mr. Les Edwards, 1660 De Leon Way, Livermore, stated that he
has been involved with performing arts centers for 20 years. He
had met with the Pleasanton Cultural Arts Center to discuss the
feasibility of a convention or performing arts center for
Pleasanton, which ended with the renovation of Amador Theater. He
has also dealt with Mr. Bud Orindoff and some professional firms
specializing in performing arts centers. Fremont and Walnut Creek
are ready to build their centers. He explained that the studies
are professionally done and are initially concerned about what
people want to do to enhance their lifestyle. The primary draw
for the study is a 15-mile radius; the secondary is 30 miles.
Professionals could work with the demography of the area and
determine roughly how many community dollars would be spent per
dollar of admission, which amount would vary from $6.00 to $30.00.

Mr. Mercer asked what action the City of Dublin took on
this.

Mr. Edwards replied that it has not come up to Dublin's
Council yet. The reason it is before Livermore's Council is
because the Livermore Cultural Arts Council delivered a letter to
the Council, independent of CVPAC. It had requested Mr. Orindoff
to help start the study.

Mr. Brandes inquired if consideration is being given to
include San Ramon and Danville.

Mr. Edwards answered that the reason San Ramon and Danville
were not asked to finance the study is because some people feel
the Center could end up with Mello-Roos funding, which would
prohibit crossing county lines.

Mr. Brandes stated that he felt the project would not be
feasible because there is no viable, realistic financing mechanism
available. He added that the City would probably agree to fund
the study if it had more say.

Mr. Tarver commented that he understood the matter did come
before the Dublin Council and that the Council did not approve the
money for the same reason that the Council wanted to have some
input into the process. He added that he agreed with the concept
and the form it would take, but that he wanted more input before
funding a study of this nature.

-11-

9-19-89
