339

Ms. Mohr answered that it would not go through escrow without
it because, by law, someone is responsible for verifying that, and
that person would be held liable. She expressed concern about old
houses that have not been sold and may not be for years, and asked
what percentage of highly flammable shake roofs are being used in
buildings currently under construction.

Mr. Hill replied that he did not know the percentage but that
he was aware that the number of shake shingle roofs that are not
fire-rated has increased. He then asked if the Council would like
a staff report and a proposal on the matter for the next Council
meeting.

Ms. Mohr indicated that she would like to see a staff report
which would include a proposal on how this could be implemented.

Mr. Mercer requested Mr. Hill to come up with the staff
report at the next Council meeting.

Ms. Nancy Storch, 3193 Chardonnay Drive, suggested that the
City have a promotion on fire prevention by purchasing spark
arrestors and making them available at cost.

Mr. Mercer commented that it was a good idea and asked Mr.
Hill to look into it.

Item 8b
Fundinq for Valley Performinq Arts Center Feasibility Study

Mr. David Colborn, 2110 Alexander Way, a member of the Board
of the Livermore Amador Symphony and an officer of Citizens for
the Valley Performing Arts Center (CVPAC), presented his proposal
for a feasibility study for the construction of a performing arts
center that would seat from 1,000 to 1,250 people. He explained
that this facility would be larger than any available at this
time, including the Amador Theater, which is always fully hooked.
The center would be used not only for arts but also for education
and professional entertainers. It would also keep entertainment
dollars in the Valley.

Mr. Butler indicated that he would like the City to have some
input into what the study would accomplish, its objectives and the
manner in which it would be done, before contributing funds for
it.

Mr. Colborn stated that they have anticipated that each
funding entity in the study would have the opportunity to put in a
limited number of questions that would pertain exclusively to
them, although a great part of the study would be more broadly
based and more generic. Should the Council support the study, it
could appoint a small committee to work on this.

-10-

9-19-89
