297 <br /> <br /> Mr. Glenn Hewlett, 2201 Martin Avenue, stated that he agreed <br />with the noise mitigation disclosure statement but was against <br />seeing future residents of the area waive their right to complain <br />about noise. He added that he was not for high density zoning and <br />wanted Martin Avenue for emergency access only. <br /> <br /> Mr. Adolf Martinelli, representing the Staple Ranch Property, <br />expressed concern about the $230,000 per acre fee for commercial <br />or light industrial development in addition to normal City <br />development fees. He suggested that meetings be held with the <br />City of Livermore and the City of Dublin to consider possible <br />reimbursements for improvements which would benefit both cities if <br />the Johnson property and the area north of the freeway were <br />developed. <br /> <br /> Mr. Steve Mattos, 3616 Nicole Avenue, requested the Council <br />to consider the majority opinion that had been expressed at the <br />meeting regarding four lanes on Stoneridge Drive and emergency <br />access only for Martin Avenue. <br /> <br /> Mr. Chris Holt, 3390 Vermont Place, indicated that he was <br />opposed to having a bridge over the Arroyo. He said that noise <br />mitigation on the other side of the Arroyo has not been <br />appropriately addressed. <br /> <br /> Mr. Mercer asked Mr. Lee if that was the only logical spot <br />for the bridge and if anything could be done about noise <br />mitigation at the end of the bridge. He inquired further if the <br />development process could take into account situations like this <br />by adding insulation or double panes on windows. <br /> <br /> Mr. Lee answered that within the Specific Area, that would be <br />the only logical place for the bridge; otherwise, it would have to <br />go through the Kaiser property where they are currently mining. <br />He added that the two corner houses, one belonging to Mr. Holt, <br />would be impacted most be noise and that double insulation window <br />panes could be considered. <br /> <br /> Ms. Mohr inquired if the area on Stoneridge Drive across <br />Santa Rita Road would receive similar treatment as Mr. Holt's <br />house. <br /> <br /> Mr. Lee responded that it would. <br /> <br /> Mr. Mercer asked if there would be a soundwall by Mr. Holt's <br />house as on the other side of Santa Rita Road. <br /> <br /> Mr. Lee replied that the staff originally proposed soundwalls <br />along the back yards on the north side of the Arroyo, but most of <br />the property owners did not want to give up the view in their back <br />yards. A compromise solution is the seven-foot berm along the <br />Arroyo; the side of the bridge could be built to meet the seven <br />feet. <br /> <br /> -9- <br /> 9-5-89 <br /> <br /> <br />
