295 <br /> <br /> A lady suggested that the bridge have only two lanes, one on <br />each side, to be used only to get to the park. This would help <br />mitigate noise. <br /> <br /> Mr. Lee stated that the proposal provided ultimately for six <br />lanes. For the present, there is a need for only two lanes. Half <br />a bridge structure would probably be built; there would be enough <br />room for three lanes but it would be striped for only two lanes. <br /> <br /> Ms. Mohr inquired if a bike lane could be provided since <br />there would probably be many children going to and from the park. <br /> <br /> Mr. Lee said that could be done. <br /> <br /> Ms. Shirley Lawer, 2221 Martin Avenue, requested the Council <br />to exclude any avigation easement and discourage any further <br />expansion in the area to control traffic. <br /> <br /> There being no further testimony, Mr. Mercer declared the <br />public hearing closed. <br /> <br /> Mr. Mercer asked Mr. Lee when it would be necessary to have <br />six lanes on Stoneridge Drive, taking into account the east-west <br />series of roads on the Dublin side. <br /> <br /> Mr. Lee replied that it would not be necessary for another 10 <br />to 15 years, based on the General Plan build out, at which time <br />all residential and commercial development in town would be <br />basically completed, including the extension of Dublin Blvd. to <br />six lanes from where it is now all the way to north Livermore. <br /> <br /> Mr. Mercer stated that the improvement cost in Recommendation <br />No. 18 of the staff report Recommendations should be flexible <br />rather than a fixed amount and asked if the staff could bring <br />together the developers, landowners and the County to come up with <br />some financial mechanisms to cover whatever the improvement cost <br />would amount to. <br /> <br /> Mr. Lee answered that they could delete the amount and bring <br />the people concerned together for a meeting. <br /> <br /> Mr. Tarver inquired how much through traffic the area had and <br />where it comes from. <br /> <br /> Mr. Lee replied that the traffic study committee indicated <br />that everything within the Specific Plan could be serviced with <br />only four lanes; the additional two lanes would be for the <br />projected through traffic beginning somewhere east of the City and <br />ending north of Pleasanton, at the Hacienda Business Park or <br />Stoneridge Mall. Without those two lanes, at some point in time, <br />traffic which would normally take Stoneridge Drive would take 1- <br />580 down Santa Rita Road or come off at Hacienda Drive or Hopyard <br />Road. <br /> <br /> -10- <br /> 9-5-89 <br /> <br /> <br />
