matches the City's plan to create the three-to-one slope on the <br />south; it does not include the berm that is being proposed as one <br />of the linear park plans. <br /> <br /> Ms. Mohr inquired if the Zone 7 widening plan would <br />accommodate a trail system throughout the Mocho and stream bed. <br /> <br /> Mr. Lee replied that it would. <br /> <br /> Ms. Lisa Coler, 3017 Ferndale Court, expressed her preference <br />for a maximum of four lanes with reduced speed limits. <br /> <br /> Ms. Vicky Holt, 3390 Vermont Place, stated that she was <br />strongly against high density and for only four lanes. <br /> <br /> Ms. Sharon Veglahn, 4267 Churchhill Drive, said that she was <br />opposed to high density. <br /> <br /> Ms. Connie Eccles, 14 Castledown Road, Chairman of Pilots to <br />Protect Livermore Airport, expressed her support for the <br />recommendations of the Citizens Committee and the Planning <br />Commission regarding lower density in the area for safety reasons. <br />She suggested that noise should be mitigated in new residential <br />construction, that real estate disclosure notices and avigation <br />easement be required. She added that the Livermore runway <br />extension would be 1,250 ft., not 1,500 ft. <br /> <br /> Mr. Mercer inquired if airplane motors can be muffled. <br /> <br /> Ms. Eccles replied that they could not; to muffle noise <br />reduces power. Pilots are trying to be courteous and avoid flying <br />over noise sensitive areas. <br /> <br /> Ms. Dawn Blazer, 3624 Portsmouth Court, stated that she was <br />in favor of four lanes on Stoneridge Drive and against extending <br />it all the way to E1 Charro Road. She added that since there <br />would be a school in the area, the speed limit should be kept <br />down. <br /> <br /> Mr. Lou Baldacci, representing Far West Associates and the <br />Molinaro property, expressed his concern about the public <br />improvement financing stated on page 17, no. 18 of the conditions <br />in the staff report. He said the developers had anticipated that <br />some estimates and updated fixed costs for specific improvements <br />would be made after the design of these improvements are agreed <br />upon. Appropriate mechanisms would then be considered to fund <br />these improvements, including contributions from property owners, <br />the City, the assessment district, and other public agencies. He <br />suggested that further meetings be held on this matter and that <br />No. 18 be amended accordingly. <br /> <br /> -8- <br /> 9-5-89 <br /> <br /> <br />
