303 <br /> <br /> Mr. Gerry Robinson, 881 Montevino Drive, mentioned that law <br /> enforcement problem should not be solved by barricading public <br /> streets. The Council should look for alternative solutions. <br /> <br /> Ms. Mohr asked if a private guard could control access to the <br /> neighborhood. <br /> <br /> Mr. Roush replied that he would look into the matter. <br /> <br /> Ms. Mohr inquired if the construction traffic was consistent <br /> through ten hours or the whole day. <br /> <br /> Mr. Roush answered that traffic had been a problem throughout <br /> the day, being heavier at the start and at the end of the working <br /> day. <br /> <br /> Mr. David Piendak, 3076 Crestablanca, commented that since <br /> the barricades were put up without a public hearing, which will <br /> not be held for another two weeks, those barricades should be <br /> taken down until then. He also inquired when Mr. Mercer and Mr. <br /> Butler would be able to vote on the issue. <br /> <br /> Ms. Mohr replied that they would be able to vote when there <br /> is no further conflict of interest. <br /> <br /> Mr. Mercer stated that the public hearing on the barricades <br />would be included as the first item on the next Council meeting's <br />Agenda. He added that both he and Mr. Butler would not be allowed <br />to participate in the discussions. <br /> <br />6. PUBLIC HEARINGS <br />Item 6a <br />SP-88-3, Application to Adopt Stoneridqe Drive Specific Plan for a <br />293-acre site located south of 1-580, west of E1 Charro Road, <br />north of Trenery Drive, and east of the Gatewood Apartments <br /> <br /> Mr. Swift presented his report (SR 89:397) regarding the <br />matter. <br /> <br /> Mr. Mercer declared the public hearing open on the <br />application. <br /> <br /> Mr. Chris Haynam, 3035 Ferndale Court, Chairman of the <br />Stoneridge Drive Citizens Committee, thanked the Council for <br />providing a forum for citizens to work with City staff on the <br />Specific Plan proposals. He stated that there was only one major <br />area of disagreement: the width and alignment of Stoneridge <br />Drive. The Committee recommended a four-lane road, serving only <br />the immediate neighborhood while providing a reasonable level of <br />access to the business park until the Hacienda Interchange is <br />completed. Six lanes would have a significant negative impact on <br />the neighborhood and would bring unnecessary traffic by providing <br />a freeway bypass from 1-580 to 1-680. He then presented the <br />Committee's proposals to retain the emergency only access <br /> <br /> -6- <br /> 9-5-89 <br /> <br /> <br />
