3O5

Mr. Alexander requested that one or more of the barricades be
removed until the public hearing.

Mr. Tarver replied that there was a reason for putting up the
barricades and that they should not be removed until after the
public hearing, if there is reason to show that they are no longer
necessary.

Mr. Steve Annen, 920 Montevino Drive, questioned liability in
the event of an emergency response problem. He added that he
wanted to see City services like police patrolling the area due to
problems with vandalism.

Mr. Frank Belecky, 892 Madeira Drive, stated that the
residents in the area have fought with the construction traffic
for months. They have submitted a petition with 113 signatures to
block the streets for the safety of the residents. He said that
taking the barricades down would bring the construction trucks on
their streets again.

Mr. Mike Boswell, 924 Madeira Drive, mentioned that he signed
the original petition for the safety factor more than the
traffic. There are a lot of school-age children in the area, and
construction trucks have been cited for driving in excess Of 55
miles per hour down Madeira and Crellin. He expressed sympathy
for the few new homeowners that have been affected by the
barricades, but felt that opening even one barricade would renew
the original problem affecting hundreds of other residents.

Ms. Helen McNutt, 1944 Vineyard Avenue, stated that big
construction trucks making a left turn from a single-lane Bernal
Avenue to another single-lane Vineyard Avenue could be dangerous
especially to school children crossing the street in their bikes.
She suggested that either a police officer be in the area or a
three-way stop sign be installed at the intersection.

Ms. Mohr inquired if there were enough room on Bernal Avenue
for a left-turn lane.

Mr. Elliott replied that Bernal Avenue was quite tight but
that he would investigate.

Mr. Paul Brambir, 3207 Sylvaner Court, indicated that he did
not support having construction traffic in the neighborhood. He
suggested that gates be installed that the Fire Department could
break through in case of emergency.

Mr. Ron Grayson, 3252 Touriga Drive, stated that construction
traffic was not safe for the neighborhood and that construction
workers eating their lunch on the sidewalks leave their trash on
the streets.

-5-
9-5-89
