307

cc. Adoption of Resolution No. 89-386, approving the
extended season of operation for the Aquatic Center and
approving the lane rental fee for swim team use of the
facility. (SR 89:382)

The roll call vote was as follows:
AYES: Councilmembers Butler, Mohr, Tarver and Mayor Mercer
NOES: Councilmember Tarver on Item 4t
ABSENT: Councilmember Brandes
ABSTAIN: None

5. MEETING OPEN TO THE PUBLIC

Mr. Darryl Alexander, 849 Montevino Drive, inquired if a
public hearing was held to put up the barricades on Montevino
Drive, and if emergency services were notified about these
barricades.

Mr. Mercer stated that Mr. Butler and he are abstaining from
the discussion because of a conflict of interest.

Mr. Roush replied that Council action was not necessary to
put up the barricades. Emergency services have been notified, and
there is only a minimal difference in response time.

Mr. Tarver asked Mr. Alexander if he had any suggestion to
solve the problem other than setting up barricades.

Mr. Alexander answered that action should be taken against
the people causing the problem instead of the residents and
suggested that violators be cited.

Mr. Roush replied that this has not been effective.

Ms. Jeannie Piendak, 3076 Crestablanca Drive, mentioned that
the school bus would not make any stops in the construction area.

Ms. Mohr commented that putting up barricades after some
residents have moved in seems to be too late; it solves one
problem but creates another.

Mr. Roush explained that before Montevino Drive was opened
between this tract and Vineyard Avenue, there was no other public
access to the area. It was only after Montevino Drive was opened
to the public that the barricades were placed. He added that it
was his understanding that since the barricades have been put up,
construction traffic has kept out of the neighborhood.

Mr. Tarver stated that he felt a public hearing was necessary
and that property owners should be notified so they could express
their opinions and come up with a solution acceptable to all.

-4-
9-5-89
