283

Mr. Maxson inquired how the annexation would affect the
adjacent properties should they opt for annexation in the future,
considering that there is a dump which presumably the City would
not want to annex.

Mr. Mercer replied that the Council considers annexation
requests on their own merits. He stated that the item would be
postponed for two weeks to the next Council meeting, during which
time the staff could look into his inquiries about easements,
police services, and sewage system costs.

Ms. Mohr inquired if the City would get a percentage of the
sales tax paid by the concessioners at the park. She added that
the City's police force was concerned that its involvement in the
park has always been reactive rather than proactive and asked
about the legitimacy of police surveillance to prevent problems
from arising once annexation is done.

Mr. Walker indicated that this could be part of the
agreement with the District.

Mr. Tarver stated that the two Police Chiefs could come up
with an agreement in terms of how the relationship would work.

Ms. Mohr asked if the annexation of part of Stanley Blvd.
would give the City a better control of the road and if that
portion is fully improved or would the City have to spend City
funds to bring it up to standard.

Mr. Elliott replied that the annexation includes both sides
of the street and the railroad all the way to Kaiser Sand and
Gravel. It has four lanes and is intended to remain such.

Mr. Mercer concluded that this item would be continued to the
next Council meeting.

7.
