285

Ms. Mohr inquired if the Pleasanton Ridge/Augustin Bernal
Park Operating Agreement is only a starting point for
negotiations. Mr. Walker replied that this was a draft agreement
for the Council's information. Mr. Mercer stated that this
agreement would not accompany the package that would go to LAFCO.

Mr. Tarver asked the staff if the County approved the Currin
development to proceed with the units.

Mr. Swift replied that the County has effectively approved
nine units subject to an approval that they would come before the
Pleasanton City Council for sewer service for the nine lots.

It was moved by Mr. Butler, and seconded by Mr. Tarver, to
adopt Resolution No. 89-388, approving the application by the City
of Pleasanton requesting the Local Agency Formation Commission
(LAFCO) to take proceedings for the proposed Annexation No. 130
(Currin) pursuant to the Cortese-Knox Local Government
Reorganization Act of 1985; Resolution No. 89-389, agreeing to the
exchange of property tax revenue for Annexation No. 130; and
Resolution No. 89-390, initiating prezoning of the property being
annexed to the City of Pleasanton under Annexation No. 130
(Currin).
The roll call vote was as follows:
AYES: Councilmembers Butler, Mohr, Tarvet and Mayor Mercer
NOES: None
ABSENT: Councilmember Brandes
ABSTAIN: None

Item 6c
Resolution Makinq Application to LAFCO for Annexation No. 131
(246 acres) Located South of Stanley Boulevard (Shadow Cliffs)

Mr. Elliott presented his report (SR 89:393) regarding the
matter.

Mr. Buzz Maxson, 1700 Vineyard Avenue, requested that this
item be postponed for 30 to 60 days for several reasons. He
mentioned that prior to annexation, the Parks and Recreation
Commission should be allowed to participate in the planning and an
agreement should be made between the City and EBRPD for easement
across the property which may benefit the City in the future. He
asked what revenues the City would receive from the annexation and
what type of services the City would provide the park.

Mr. Mercer replied that the City would receive no revenues
from the park but that it would provide the park with sewer
services and fire and police assistance, as it is doing now. He
explained that EBRPD is assisting the City in the annexation of
the property on Foothill Road. In addition, the City Council
Liaison Committee, which has been working with the new EBRPD Board
of Directors, feels that lines of communication have been opened
and that things are being accomplished.

-15-
9-5-89
